Two major features of international relations at the beginning of the 21st century are global governance and the rise of China. Global governance, advocating global norms, requires intervention into sovereign domains in defiance of those norms. However, an ascendant China adheres to a classic stance on sovereign integrity which prohibits such intervention. Whether or not China will ultimately Sinicize global governance or become assimilated into global norms remains both a theoretical and a practical challenge. Both challenges come from China’s alternative style of global governance, which embodies the doctrine of 'balance of relationship,' in contrast with the familiar international relations embedded in ’balance of power’ or ’balance of interest.’ An understanding of China’s intervention policy based upon the logic of balance of relationship is therefore the key to tackling the anxiety precipitated by these theoretical as well as practical challenges.

As scholars and publics look for alternatives to what is understood as a violent Western world order, many claim that China can provide such an alternative through the Chinese dream of a harmonious world. This book takes this claim seriously and examines its effects by tracing the notion across several contexts: the policy documents and speeches that launched harmony as an official term under previous president Hu Jintao; the academic literatures that asked what a harmonious world might look like; the propaganda and mega events that aimed to illustrate it; the online spoofing culture that is used to criticise and avoid "harmonization"; and the incorporation of harmony into current president Xi Jinping’s "Chinese dream". This book finds contemporary Chinese society and international relations saturated with harmony. Yet, rather than offering an alternative to problems in "Western" thought, it counter-intuitively argues that harmony has not taken place, is not taking place, and will not take place. The argument unfolds as a contribution to wider debates on time, space and multiplicity in world politics. Offering analysis of the important but understudied concept of harmony, Nordin provides new and creative insights into wider contemporary issues in Chinese politics, society and scholarship. The book also suggests a creative and novel methodology for studying foreign policy concepts more broadly, drawing on critical thinkers in innovative ways and in a new empirical context. Investigating art practitioners’ responses to violence, this book considers how artists have used art practices to rethink concepts of violence and non-violence. It explores the strategies that artists have deployed to expose physical and symbolic violence through representational, performative and interventional means. It examines how intellectual and material contexts have affected art interventions and how visual arts can open up critical spaces to explore violence without reinforcement or recuperation. Its premises are that art is not only able to contest prevailing norms about violence but that contemporary artists are consciously engaging with publics through their practice in order to do so. Contributors respond to three questions: how can political violence be understood or interpreted through art? How are publics understood or identified? How are art interventions designed to shift, challenge or respond to public perceptions of political violence and how are they constrained by them? They discuss violence in the everyday and at state level: the Watts’ Rebellion and Occupy, repression in Russia, domination in Hong Kong, the violence of migration and the unfolding art activist logic of the sigma portfolio. Asking how public debates can be shaped through the visual and performing arts and setting taboos about violence to one side, the volume provides an innovative approach to a perennial issue of interest to scholars of international politics, art and cultural studies.

EDITORS' INTRODUCTION BACKGROUND There have been major changes in world today and that the term Global Leadership and Sustainable Development is no longer taken for granted as a point of reference for understanding the contemporary chaotic situation. These disruptive changes mean that it is now arguable as to whether we still live in a world of justice, egality, peace and prosperity. The nature of these changes and the concepts of the Buddhist approach are central to the whole project of this book. In this light, we place great emphasis on understanding Buddhist teaching in dealing with this matter. We argue that any investigation of the changing character and context of the present time, needs to take account of the Buddhist philosophy. We focus on providing a thorough and critical understanding of change taking place as a starting point of discussion. In doing so, we attempt to clarify the nature of the Buddhist approach. It may be more productively understood as the result of a complex contested and fragile set of arrangements, which in this book we term as “approach”. We do not imply that the frameworks based on the Buddhist teachings are fully fixed and agreed by everybody. Rather it would refer to a set of arrangements that need to be further discussed. Given the above, this volume collects together papers presented at the international workshop on Buddhist Approach to Harmonious Families, Healthcare and Sustainable Societies which took place on 13 May 2019 at International Conference Center Tam Chuc, Ha Nam, Vietnam on the occasion of THE 16TH UNITED NATIONS DAY OF VESAK CELEBRATIONS 2019. The participants in this workshop were not representative of the mainstream thinking or conventional wisdom of this field, although this volume reflects this richness and diversity. Treating the Buddha teachings as a basic theoretical reconstruction, we examine the relationships between the societies and Buddhist responsibilities. We combine analyses of the conflicts, trends and dynamics affecting future development with more focused studies on a range of policy areas: migration, education, leadership, climate change, etc… Two of our most crucial presumptions are that making Buddhism great again at the time of disruption is our first and foremost duty and the Buddhist responsibility can contribute to creating a new foundation for Global Leadership and Sustainable Development.
