Japan is one of the United States' most important allies, yet relations between the two risk degenerating into serious conflicts over trade and other issues. This book outlines a new vision for U.S.-Japan relations that enables both countries to cooperate to achieve their mutual interests, while minimizing the conflicts that will inevitably arise between them. The new U.S.-Japan strategy must incorporate four critical elements. First, the strategy must be based upon a clear conception of U.S. national interest but be implemented in ways that capitalize on the mutual interests of both countries. Second, the strategy must integrate economic and security interests, which the United States decoupled during the cold war era. Third, a new U.S. strategy toward Japan must have an institutional expression, both domestically and internationally, if it is to be viable over the long term. This book chronicles how a controversial set of policy assumptions about the Japanese economy, known as revisionism, rose to become the basis of the trade policy approach of the Clinton administration. In the context of growing fear over Japan's increasing economic strength, revisionists argued that Japan represented a distinctive form of capitalism that was inherently closed to imports and that posed a threat to U.S. high-tech industries. Revisionists advocated a "managed trade" solution in which the Japanese government would be forced to set aside a share of the market for foreign goods. The author describes the role that various American academics, government officials, and business leaders played in developing revisionist thought. Revisionism was at its peak just as the Clinton administration came into office. The author uses extensive interviews with policy makers to trace the internal discussions inside the Clinton White House, which culminated in the adoption of revisionist policy and then to demands for "results-oriented" trade agreements during the Framework negotiations. This book details how Japan refused to accept these managed trade solutions, and fought to discredit revisionism and to rally global support against American unilateralism.

The aim of this book is to examine and analyse the phenomenon of ‘Japan-bashing’, from its invention and popularisation in the United States in the late 1970s to the emergence of other national variants, including in Australia and Japan, to its gradual decline in the late 1990s. It is the first major book-length study of ‘Japan-bashing from a multinational perspective, one that attempts to place ‘Japan-bashing’ in its proper historical context and to examine its operation and legacy in the twenty-first century. Despite its importance in the study of discourses about Japan, as well as in understanding broader global changes in the late twentieth century and beyond, the phenomenon of ‘Japan-bashing’ remains largely neglected in published writings. Moreover, it is a far more complex phenomenon than has been assessed thus far. While, on first glance, ‘Japan-bashing’ merely seems to recall other periods in which Japan has been viewed as a dangerous ‘other’ to ‘the West’, such as the Western emphasis on the ‘yellow peril’ from the late nineteenth century as well as Allied anti-Japanese propaganda during World War II, ‘Japan-bashing’ also had its own distinctive characteristics. Moreover, while ‘Japan-bashing’ is often described as a quaint historical, rather than a pressing contemporary, phenomenon, it is actually by no means extinct. The ongoing influence of ‘Japan-bashing’ also has parallels in other ‘bashing’ phenomena, such as ‘China-bashing’. This book will be of interest to scholars and postgraduate students in Japanese studies and international relations.
