Instability in Afghanistan has had a considerable effect on regional security in Central Asia, particularly in the aftermath of the events of 9/11, and this has meant that the importance of NATO and its contribution to security in this area has increased considerably. A detailed analysis of this topic is precisely important because it could highlight the areas where the Central Asian countries could increase their security contributions to Afghanistan’s security through enhancing their cooperation with NATO. This book presents the fully revised and updated versions of papers presented at the NATO Advanced Research Workshop (ARW), 'NATO, the Fight against International Terrorism in Afghanistan and Security Situation in Central Asia since 9/11', held in Ankara, Turkey, in April 2011. This ARW was supported by the NATO Science for Peace and Security Programme. The book takes a comprehensive approach to the regional security complex in Central Asia by emphasizing the human security, socio-political and energy dimensions in addition to the traditional military dimension of the fight against international terrorism in and around Afghanistan. The findings of the book enhance our understanding of the root causes of international terrorism and the effective ways of coping with the security challenges in this region. With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC.
