The increasing polarization of Congressional voting patterns has been attributed to factors including generational shifts, economic conditions, increased media fragmentation, and greater income inequality. The first of these factors is difficult to test with time series data owing to the low frequency of generational shifts, while the tendency of business cycles to reverse suggests that economic cycles are unable to account for long-term shifts in polarization. This leaves two main possible long-run drivers: the increasingly fragmented state of American media, and increased income inequality. The authors find evidence indicating that media fragmentation has played a more important role than inequality. Periods when the share of Americans with access to cable or satellite TV has risen are followed by upward shifts in polarization. Results also suggest that the polarization arising from media fragmentation or inequality may make it more difficult to achieve the political consensus needed to address major challenges, such as the long-run fiscal imbalances facing the U.S. Figures and tables. The increasing polarization of congressional voting has been linked to legislators' inability to reach consensus on many pressing economic issues. We examine two potential factors driving polarization: greater income inequality and the increasingly fragmented state of American media. Using cointegration techniques, we find evidence indicating that media fragmentation has played a more important role than inequality. Periods of rising media fragmentation are followed by increased polarization. If recent patterns of media structure and income inequality persist, a polarized policymaking environment will likely continue to impede efforts to address major challenges, such as the long-run fiscal imbalances facing the United States.

Misunderstanding News Audiences interrogates the prevailing myths around the impact of the Internet and social media on news consumption and democracy. The book draws on a broad range of comparative research into audience engagement with news, across different geographic regions, to provide insight into the experience of news audiences in the twenty-first century. From its inception, it was imagined that the Internet would benignly transform the nature of news media and its consumers. There were predictions that it would, for example, break up news oligarchies, improve plurality and diversity through news personalisation, create genuine social solidarity online, and increase political awareness and participation among citizens. Why stock-market short-termism is not causing severe damage to the American economy According to many political leaders, pundits, and corporate lawmakers, stock-market-driven short-termism - when corporations prioritize immediate results in the next quarter over their longer-term interests - is harming the American economy. This view, popular in influential circles, sees short-termism as causing sharply declining research and development (R&D), too many stock buybacks, and severe environmental harm. But the data fits badly with this black-and-white representation of short-termism. Mark J. Roe analyzes the best data on R&D, corporate borrowings and buybacks, and long-term investment trends to show that stock market short-termism is not at the root of these economic problems. The book shows that blaming short-termism overlooks the real causes of declining investment, R&D changes, and environmental deterioration.
