The Government has announced a 'devolution revolution', transferring powers and opportunities to local government through a series of 'devolution deals'. The Cities and Local Government Devolution Bill gives statutory authority to deals and enables some of the specific reforms the Government wishes to make, such as introducing directly-elected mayors for combined authorities. This inquiry set out to examine the contents of the Bill and, in particular, whether Greater Manchester's deal is a model for other areas, but its scope quickly widened to a review of the way in which devolution in England is proceeding. The Committee has identified various aspects of the current approach that it recommends are refined and improved. The Committee has found a significant lack of public consultation and engagement at all stages in the devolution process. The public should be engaged in the preparation of devolution proposals, insofar as possible during the negotiations and once the results of a deal have begun to make an impact, and communicated to throughout the process. This is particularly the case for health devolution where the systems in place are complex, changes are consequently more difficult to understand and the public's response is likely to be more emotional. The Committee also believes that the Government's approach to devolution in practice has lacked rigour as to process: there are no clear, measurable objectives for devolution; It suggests various ways in which proper process can be ensured.

Since the early 1990s there has been a global trend towards governmental devolution. However, in Australia, alongside deregulation, public–private partnerships and privatisation, there has been increasing centralisation rather than decentralisation of urban governance. This book explores the politics of local economic development in Northern England. Socio-economic conditions in the North – and its future prospects – have become central to national debates in the UK. The status of Northern regions and their local economies is intimately associated with efforts to ‘rebalance’ the economy away from the South East, London and the finance sector in the wake of the 2008 financial crisis. The contributors to this volume focus in particular on the coalition and Conservative governments’ ‘Northern Powerhouse’ agenda. They also analyse associated efforts to devolve power to local authorities across England, which promise to bring both greater prosperity and autonomy to the deindustrialized North. Several chapters critically interrogate these initiatives, and their ambitions, by placing them within their wider historical, geographical, institutional and ideological contexts. Following the 2015 General Election, the Government announced that it was seeking to extend the Right to Buy to tenants of housing associations. This policy, alongside others such as the 1 per cent reduction in social rents and a 'pay to stay' model which would charge differential rents according to tenant income, was likely to have a significant impact on housing associations. We therefore wanted to explore how their work and the services they provide might change, and what the impact might be for the wider social housing sector and the provision of affordable homes. Shortly after our investigations began, a deal to implement the extended Right to Buy on a voluntary basis was reached between the National Housing Federation and the Government. We recognise that the voluntary deal is a way of delivering a key policy from the Government's Manifesto whilst maintaining the independence of housing associations. However there remains much uncertainty in the wording of the agreement, for example regarding whether associations which voted against it are bound by its terms and the extent of the discretion to decline sales. The extended Right to Buy is designed to increase home ownership and increase housing supply. We support these aspirations and the principle of giving people the opportunity to buy their own home. Despite this, we feel that there are unresolved issues and remain concerned that the Government's policies could have a detrimental effect on the provision of accessible and affordable housing across all tenures, particularly affordable rented. We are also concerned that the extended Right to Buy could hinder the provision of specialist and supported housing schemes. Maintaining and protecting the provision of affordable housing in rural areas is also an issue that we believe needs to be addressed in order to protect our rural communities. The terms of the voluntary agreement allow for portable discounts to be offered in place of certain properties, but it remains unclear how this would operate.
