Many theoretical publications make assumptions about the facts of globalization, and in particular about the role and autonomy of the nation state. These factual claims and assumptions often play an important role in justifying the normative conclusions, yet remain under-explored. This interdisciplinary volume examines questions that are central to the problems of both social and international justice, and in particular, to their interdependence: How do global and transnational factors influence the capacity of states to be internally just? Has the state lost its capacity for autonomous action in the global economy, and thus its ethical significance for theories of justice? If so, which institutional reforms could address this problem? What is the role of the state in a just international order? The authors address important connections between domestic social justice and global dynamics, by identifying problematic practices and trends in the current global order. Despite the massive scale of global inequalities, until recently few political philosophers or bioethicists addressed their ethical implications. Questions of justice were thought to be primarily internal to the nation state. Over the last decade or so, there has been an explosion of interest in the philosophical issues surrounding global justice. These issues are of direct relevance to bioethics. The links between poverty and health imply that we cannot separate questions of global health from questions about fair distribution of global resources and the institutions governing the world order. Similarly, as increasing numbers of medical trials are conducted in the developing world, researchers and their sponsors have to confront the special problems of doing research in an unjust world, with corresponding obligations to correct injustice and avoid exploitation. This book presents a collection of original essays by leading thinkers in political theory, philosophy, and bioethics. They address the key issues concerning global justice and bioethics from two perspectives. The first is ideal theory, which is concerned with the social institutions that would regulate a just world. Absolute poverty causes about one third of all human deaths, some 18 million annually, and blights billions of lives with hunger and disease. Developing universalizable norms aimed at tackling absolute poverty and the complex and multilayered problems associated with it, this book considers the levels, trends and determinants of absolute poverty and global inequality. Examining whether much faster progress against absolute poverty is possible through reductions in national and global inequalities that produce economic growth for poor countries and households, this book suggests that diverse moral views imply that international agencies as well as the citizens, corporations and governments of affluent countries bear a moral responsibility to reduce absolute poverty. In considering strategies of eradication through specific policies and structural reforms it is argued that because of its moral importance and requirement for only modest efforts and resources, the goal of overcoming absolute poverty must be given much higher political priority by international agencies and governments of affluent countries. Suggesting that these agencies should be encouraged to facilitate and promote new initiatives, this book concludes with a discussion of how such initiatives might be realized.
