It provides an overview of the outcomes of the MoHProf project that aimed to gather more insights into the processes and effects of mobility of health professionals to, from and within the European Union (EU) and which was carried out under the 7th Framework Programme for Research and Development of the EU.

The mobility of health professionals affects the performance of health systems, and increasingly so since the European Union (EU) enlargements in 2004 and 2007. This publication presents research on the gaps in knowledge about the numbers, trends, impacts and policy responses to this dynamic situation, in particular in Austria, Belgium, Estonia, Finland, France, Germany, Hungary, Italy, Lithuania, Poland, Romania, Serbia, Slovakia, Slovenia, Spain, Turkey and the United Kingdom. Conducted within the framework of the European Commission s Health PROMeTHEUS project, the research posed a set of questions of key interest to policy-makers: * What are the scale and characteristics of health professional mobility in the EU? * What have been the effects of EU enlargement? * What are the motivations of the mobile workforce? * What are the resulting impacts on health system performance? * What is the policy relevance of those impacts? * What are the policy options to address health professional mobility issues? In answering these questions, this publication offers policymakers evidence of the nature and extent of health professional mobility in the EU, analyzes its impact on country health systems and outlines some major policy strategies to address mobility.

Patient mobility across Europe is markedly increasing and new generations will actively ask to be treated by the health-care system that best meets their needs. At a political level, the EU issued the EU Directive no. 24/2011/CE of 9th March 2011 concerning the application of patients’ rights in cross-border health care and has contributed to improving the level of freedom of choice for the European citizen, but it does not seem to have increased actual patient mobility across Europe. Freedom to choose is necessary to grant the people of Europe the same access to public-sector health-care services. The latter is a key instrument for an efficiently functioning “single market” ensuring real mobility within the EU. The aim of this book is to study the current European health care market and discuss the hypothesis of a European right of citizenship with reference to health-care services. It examines patients' mobility from several perspectives: determinants of patient mobility, governance of cross-border mobility at EU level as concerns patients and health-care professionals, policy implications, and case studies. It is intended for health researchers, decision-makers and professionals concerned with health-care provision and patient mobility. The goal is to provide, through scientific and methodological rigor, new informative tools useful for the implementation of new policies in the health-care sector in order to implement effective health-care integration in the European Union.

Building Primary Care In A Changing Europe written by Dionne S. Kringos and has been published by World Health Organization this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015 with Europe categories.

For many citizens primary health care is the first point of contact with their health care system, where most of their health needs are satisfied but also acting as the gate to the rest of the system. In that respect primary care plays a crucial role in how patients value health systems as responsive to their needs and expectations. This volume analyses the way how primary are is organized and delivered across European countries, looking at governance, financing and workforce aspects and the breadth of the service profiles. It describes wide national variations in terms of accessibility, continuity and coordination. Relating these differences to health system outcomes the authors suggest some priority areas for reducing the gap between the ideal and current realities.

Assuring The Quality Of Health Care In The European Union written by Helena Legido-Quigley and has been published by World Health Organization this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008 with Medical categories.

People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

* What roles do hospitals play in the health care system and how are these roles changing? * If hospitals are to optimize health gains and respond to public expectations, how should they be configured, managed, and sustained? * What lessons emerge from experiences of changing hospital systems across Europe? Hospitals of the future will confront difficult challenges: new patterns of disease, rapidly evolving medical technologies, ageing populations, and continuing budget constraints. This book explores the competing pressures facing policymakers across Europe as they struggle to respond to these complex challenges. It argues that hospitals, as part of a larger health system, should focus on enhancing health outcomes while also responding to public expectations. Adopting a cross-national, cross-disciplinary perspective, the study assesses recent evidence on the factors driving hospital reform and the strategies used to improve organizational performance. It reviews the evidence from eastern as well as western Europe and combines academic research with real-world policy experience. It looks at the role of hospitals in enhancing health rather than simply processing patients. The book concludes that hospitals cannot be managed in isolation from society and the wider health system, and that policymakers have a responsibility to define the broader health care goals that hospitals should strive to meet. Hospitals in a Changing Europe synthesizes current evidence in a readable and accessible form for all practitioners, policy-makers, academics and graduate level students concerned with health reform.
