This report presents testimony and prepared statements from witnesses who addressed the reauthorization of the Elementary and Secondary Education Act and the reform of Chapter 1. The primary question addressed at these hearings concerns how Chapter 1 can be reformed to better integrate and serve the needs of limited English-proficient students. Testimony is presented from Alan Ginsburg, Acting Assistant Secretary for Policy and Planning of the U.S. Department of Education; David Hornbeck, Chairman of the Commission on Chapter 1; Ethel Lowry, President of the National Association of State Coordinators of Compensatory Education; Phyllis McClure, Chairman of the Independent Review Panel for the National Assessment of the Chapter 1 Program; and Iris Rotberg, Senior Social Scientist of the Rand Institute on Education and Training. Among those contributing prepared statements are Xavier Becerra, California U.S. House Representative; Sherry L.
