In the aftermath of a terrorist attack political stakes are high: legislators fear being seen as lenient or indifferent and often grant the executive broader authorities without thorough debate. The judiciary's role, too, is restricted: constitutional structure and cultural norms narrow the courts' ability to check the executive at all but the margins. The dominant 'Security or Freedom' framework for evaluating counterterrorist law thus fails to capture an important characteristic: increased executive power that shifts the balance between branches of government. This book re-calculates the cost of counterterrorist law to the United Kingdom and the United States, arguing that the damage caused is significantly greater than first appears. Donohue warns that the proliferation of biological and nuclear materials, together with willingness on the part of extremists to sacrifice themselves, may drive each country to take increasingly drastic measures with a resultant shift in the basic structure of both states.

D. B. Cooper’s Escapades: The subject of many conspiracy theories, D. B. Cooper (not his real name) hopped on a Boeing 727 in a trench coat and sunglasses in 1971. When the plane had reached cruising altitude, Cooper hijacked it, extorting 200,000 dollars before strapping on a parachute, jumping out of the plane, and disappearing into thin air. This “aerial heist” remains unsolved to this day and remains one of the FBI’s most frustrating open cases. 5. The Botched Crown Jewels of England Theft: Back in 1671, a man named Thomas Blood (a cool name, by any standard) decided: “Eh, I’m gonna steal the Crown Jewels.” He reached out to Talbot Edwards, the keeper of the stones, with a proposition: if you give me a private viewing of the gemstones, I’ll have my nephew marry your daughter (a nephew who, naturally, turned out to not exist). At this private viewing, Blood knocked out Talbot, smashed the jewels into pieces and threw the shards into his pockets, hoping to make a run for it. Though he didn’t manage to escape, he did manage to escape jail time: The King at the time was so amused by this failed attempt that he let Blood off scot-free. And that’s just the start of it. The third volume of the definitive political history of Northern Ireland. The Good Friday Agreement deserved the attention the world gave it, even if it was not always accurately understood. After its ratification in two referendums, for the first time in history political institutions throughout the island of Ireland rested upon the freely given assent of majorities of all the peoples on the island. It marked, it was hoped, the full political decolonization of Ireland. Whether Ireland would reunify, or whether Northern Ireland remain in union with Great Britain now rested on the will of the people of Ireland, North and South respectively: a complex mode of power-sharing addressed the self-determination dispute. The concluding volume of Brendan O'Leary's A Treatise on Northern Ireland explains the making of this settlement, and the many failed initiatives that preceded it under British direct rule. Long-term structural and institutional changes and short-term political maneuvers are given their due in this lively but comprehensive assessment. The Anglo-Irish Agreement is identified as the political tipping point, itself partially the outcome of the hunger strikes of 1980-81 that had prevented the criminalization of republicanism.
