Examining cultural heritage within the context of democracy Cultural heritage is a powerful tool in society, capable of producing both social harms as well as social goods and benefits, which can be distributed unevenly via political channels. Reaching across disciplines and national boundaries, this volume examines cultural heritage work within the context of both democratic institutions and democratic practices, including participatory, deliberative, and direct democratic practices. Case studies highlight how democratic politics and cultural heritage shape, impact, and depend upon one another. The rising crisis of democracy across the globe brings these dynamics into sharp relief. The unfinished and fragile nature of democratic politics shines a spotlight on both its shortcomings and its aspirational potential. This is a paradox that heritage practitioners and stakeholders navigate daily, serving as both critics and collaborators of democracy. At the same time that heritage practice embraces participatory approaches, it must also address the challenge of reconciling multiple, often unequal, and frequently incompatible claims for control over heritage. Grappling with democracy’s crises also increasingly means recognizing the power of heritage to reinforce or undermine democracy. These essays ask: What are the democratic motives of heritage practice? Why do democracies need heritage? How do the social and cultural referents of heritage infuse democratic practices? In the dark says since the attack on the World Trade Center, the question that many Americans have asked is: Why? Why do 'they' hate us as they do? Is it, as our leaders would have us believe, because they hate our freedom? To understand what others find objectionable in us, we must take a long and brutally honest view of how we act, versus what we like to say about ourselves. The facts, as this book demonstrates, are incontrovertible: Our history is an unbroken progression of atrocities, betrayals of trust, and abuses of the rule of law, both to our global neighbors as well as our own citizens. Since the arrival of the first settlers, we have cheated and swindled, committed the most sweeping genocide in history (100,000,000 members of the indigenous populations), attacked civilian populations with nuclear weapons, promoted conflicts at home and abroad, supported brutal right-wing regimes, bullied those weaker than us, and performed gruesome experiments on the most defenseless of our own citizens: poor southern blacks, retarded teens, and pregnant women. These, sadly, are the facts, and are what others see when we say our proud slogans about peace and promoting democracy. But who among us is actually responsible for this ignominious state of affairs? As Perni argues, all of these iniquities can be traced to three sources: big business, fundamentalist, right-wing Christians, whom he characterizes as our own domestic Taliban, and a corrupt government that serves the corporations while manipulating the easily swayed voters.

Since 2003, the Council of Europe-European Commission joint initiative known as the "Ljubljana Process: rehabilitating our common heritage" has set out to unlock the potential of the region's rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the "high art" canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens.

Republicanism is a powerful resource for emancipatory struggles against domination. Its commitment to popular sovereignty subverts justifications of authority, locating power in the hands of the citizenry who hold the capacity to create, transform, and maintain their political institutions. Republicanism's conception of freedom rejects social, political, and economic structures subordinating citizens to any uncontrolled power - from capitalism and wage-labour to patriarchy and imperialism. It views any such domination as inimical to republican freedom. Moreover, it combines a revolutionary commitment to overturning despotic and tyrannical regimes with the creation of political and economic institutions that realise the sovereignty of all citizens, institutions that are resilient to threats of oligarchical control. This volume is dedicated to retrieving and developing this radical potential, challenging the more conventional moderate conceptions of republicanism.
