Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of “UNESCO-ization” of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens’ rights. Heritage as Aid and Diplomacy in Asia explores the following questions: Under the current international heritage regime, what are the mechanisms of—and the manipulations that take place within—ideological, political and cultural transmissions? Japan’s heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan’s sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy, which has been used as part of its cultural diplomacy designed to increase its ‘soft power’ both globally and within the Asian region. More broadly, Natsuko Akagawa underlines the theoretical nexus between the politics of heritage conservation, cultural diplomacy and national interest, and in turn highlights how issues of heritage conservation practice and policy are crucial to a comprehensive understanding of geo-politics. Since it began in 2008, the dispute over the temple of Preah Vihear and its adjacent area has envenomed Thai-Cambodian relations. Puangthong R. Pawakapan argues that initially Thai-Cambodian cooperation on the temple had begun within the framework of Thailand’s strategy to become a regional economic centre and leader. It was the first time in Southeast Asia that two formerly antagonistic states were employing cultural methods to settle a territorial dispute and turned it into a symbol of friendship and cooperation between the two countries. But the ultra-nationalist movement derailed this essay in cooperation. Instead, the temple became a symbol of hatred between the two countries. The ultra- nationalists’ success has to be attributed to the support it enjoyed from various civic groups and institutions.
