El surgimiento de nuevas tecnologías ha permitido que se automaticen actividades y tareas que hasta hace algún tiempo eran realizadas de forma mecánica y resultaban ser tediosas e implicaban un retraso en los tiempos de producción de personas y compañías. Hoy en día, la tendencia es crear sistemas y herramientas con el fin de simplificar las tareas, aminorar tiempos y costos; aunado a esto, la aparición de Internet ha traído consigo que se rompan las barreras geográficas y que mayores recursos se encuentren disponibles al alcance de los usuarios, así mismo, Internet puede adoptar varias formas y facetas, en donde las personas puedan comunicarse con otros en tiempo real, se pueda enseñar y aprender a distancia, comprar y vender toda clases de productos en línea, realizar transacciones bancarias sin necesidad de ir al banco, etc. Recientemente, en la Universidad de las Américas, hemos notado como se han ido reduciendo poco a poco los trámites de alumnos y personal donde debían hacer largas filas para consultar su estado de cuenta y recoger documentación, lo anterior se ha simplificado gracias a la automatización y a las ventajas que proveen las tecnologías Web existentes. ¿Y por qué no adecuar estas ventajas a nuestras necesidades? Es por eso que en el presente trabajo nos avocamos a la creación de una herramienta que compute los procesos y tareas con lo relacionado al manejo de algunos temas del departamento de Ingeniería en Sistemas; además, este sistema se encontrará disponible en la red, lo que implica que podrá ser accesado desde cualquier computadora. A través de los lenguajes de modelado, programación y otras herramientas podemos crear este sistema y cumplir con los objetivos de la tesis. También es importante llevar a cabo un análisis exhaustivo del problema para poder realizar un diseño y una implementación que satisfagan las necesidades de los usuarios finales de la aplicación.

Scientometrics--the quantitative study of scientific communication--challenges science and technology studies by demonstrating that organized knowledge production and control is amenable to measurement. First, the various dimensions of the empirical study of the sciences are clarified in a methodological analysis of theoretical traditions, including the sociology of scientific knowledge and neo-conventionalism in the philosophy of science. Second, the author argues why the mathematical theory of communication enables us to address crucial problems in science and technology studies, both on the qualitative side (e.g., the significance of a reconstruction) and on the quantitative side (e.g., the prediction of indicators). A comprehensive set of probabilistic entropy measures for studying complex developments in networks is elaborated. In the third part of the study, applications to S&T policy questions (e.g., the emergence of a European R&D system), to problems of (Bayesian) knowledge representations, and to the study of the sciences in terms of 'self-organizing' paradigms of scientific communication are provided. A discussion of directions for further research concludes the study.
