Bajo el auspicio del Tratado Internacional sobre los Recursos Fitogen�ticos para la Alimentaci�n y la Agricultura (TIRFAA) y la Agencia Espa�ola de Cooperaci�n Internacional para el Desarrollo (AECID), entre los a�os 2008 y 2010 se desarrollaron dos talleres para la implementaci�n del TIRFAA en el grupo de los pa�ses de Am�rica Latina y el Caribe (GRULAC) en Cartagena de Indias (Colombia, julio-agosto de 2008) y La Antigua (Guatemala, agosto de 2010). El �xito de esta actividad demostr� la efectividad de este tipo de talleres en contribuir a la implementaci�n de los objetivos del TIRFAA dentro de la comunidad de pa�ses GRULAC. La coordinaci�n de los talleres entre la Secretar�a del TIRFAA, la AECID, el Ministerio de Medio Ambiente y Medio Rural y Marino y el Centro Nacional de Recursos Fitogen�ticos del Instituto Nacional de Investigaci�n y Tecnolog�a Agraria y Alimentaria CRF-INIA ha sido un factor decisivo en la consecuci�n de los objetivos, dado el firme compromiso de Espa�a con el TIRFAA y los estrechos lazos existentes entre los Programas Nacionales de Conservaci�n de Recursos Fitogen�ticos e Institutos Nacionales de Investigaci�n Agr�cola (INIAs) de los pa�ses del GRULAC y Espa�a. La buena experiencia cosechada en talleres previos y la importancia de impulsar algunos objetivos del TIRFAA en Am�rica Latina y el Caribe, en particular los contenidos en los art�culos 5, 6, 7, 8 y 13.2 c, represent� un incentivo clave para dar continuidad a este tipo de actividades. A la vez se hizo evidente la necesidad de dar mayor profundidad y contenido t�cnico a la continuidad a los talleres, estableciendo un programa de transferencia de tecnolog�a, donde los talleres representan un elemento dentro de una estrategia de acci�n m�s amplia. Tomando como base estos antecedentes y las necesidades de la regi�n fue implementado el Programas para el Fortalecimiento de las Capacidades en Programas Nacionales de Recursos Fitogen�ticos de Am�rica Latina - CAPFITOGEN. Este programa est� enfocado en el desarrollo de tecnolog�as apropiadas para pa�ses con abundante agrobiodiversidad y limitados recursos econ�micos. Su funci�n es la de desarrollar la tecnolog�a, transferirla y proveer formaci�n adecuada al personal t�cnico de los pa�ses de Am�rica Latina que son parte del Tratado.

El cultivo de diferentes variedades de los agricultores/variedades locales, que suelen estar bien adaptadas y ser adecuadas para los sistemas de producción locales, confiere una mayor resiliencia a la producción agrícola. Las variedades de los agricultores/variedades locales también constituyen posibles fuentes de rasgos para el mejoramiento de los cultivos, especialmente para desarrollar variedades tolerantes a factores de estrés bióticos y abióticos y para incorporar rasgos preferidos por los agricultores. Lamentablemente, en las últimas décadas muchos de estos recursos genéticos han sido sustituidos por cultivares modernos, lo que ha resultado en una reducción del número total de variedades distintas cultivadas y en la pérdida de heterogeneidad. Estas pérdidas reducen la resiliencia de los sistemas agrícolas, especialmente frente a las perturbaciones causadas por factores de estrés abióticos y bióticos. Las presentes Directrices, concebidas como material de referencia para la elaboración de un Plan nacional para la conservación y la utilización sostenible de variedades de los agricultores/variedades locales, contribuirán a frenar esta continua pérdida de diversidad. Las Directrices son, por consiguiente, un instrumento útil para profesionales del desarrollo, investigadores, estudiantes y responsables de la formulación de políticas que trabajan en la conservación y la utilización sostenible de estos valiosos recursos.

This program is focused on the development of appropriate technologies for countries which are extremely agrobiodiverse but have limited economic resources. Its function is to develop and transfer technology and provide the appropriate training for technical personnel from those Latin American countries signatories to the Treaty. The warm reception given to the tools and methodologies developed under the auspices of the CAPFITOGEN program in 2013, has meant that some countries targeted by the program have organized national workshops on their own initiative, financed by the most interested parties. At the same time, there has been interest from other countries and regions not initially targeted by the program, which have been asking for tools and transfer and training activities. Thus the program CAPFITOGEN is primed to function not only as a generator and facilitator of appropriate technology, but also as a model of transfer in itself. One of its most innovative aspects is the way in which it seeks to involve people who have developed scientific methodologies. They are invited to develop the tools provided by the program based on their methodologies and to carry out the technical training and transfer activities themselves. This model means that the program beneficiaries are guaranteed direct access to the scientists and developers in order to answer queries or discuss cases. At the same time, the scientists themselves benefit directly from the experiences and issues tackled by the technical experts from the national programs, an outcome with a positive impact on future investigations with a more focused application and better suited to meet real needs.

This paper develops an analytical approach to estimate family labor supply and consumption decisions appropriate for developing countries. The approach allows for an arbitrary number of family members, each of whom may or may not engage in multiple activities. The authors identify the marginal returns to work in self-employment without directly observing the marginal returns or estimating the enterprise's production function. The key feature of the approach is to work with underlying structural marginal return and marginal rate of substitution functions together with first order Kuhn-Tucker conditions. This model is used to analyze family consumption and labor supply decisions of rural landholding households in Peru. The authors estimate coefficients of the marginal rate of substitution of family consumption for individual family member's leisure and marginal returns to two activities - wage work and self-employed agriculture. Using the estimated coefficients of the structural model together with the budget constraint, they simulate the effects of increasing returns to wage work and self-employed agriculture on family consumption and hours of work in the two activities. Estimating the structural parameters of the marginal rate of substitution allows the authors to convert leisure to consumption units and to calculate the compensating and equivalent variation of the changes in returns.
