J.C. Baud was de langst dienende minister onder koning Willem II (1840-1849). Hij stond aan het hoofd van het Departement van Koloniën, dat van cruciale betekenis was voor het herstel van de overheidsfinanciën. Het was de tijd waarin de Nederlandse staat nagenoeg bankroet was en slechts op de been werd gehouden door de koloniale baten die op Java met het Cultuurstelsel werden verkregen. Kort na de troonsbestijging van Willem II begon Baud aantekening te houden van de wekelijkse gesprekken die hij met de koning voerde over het koloniale beleid en ook over de binnenlandse politiek, in het bijzonder de herziening van de grondwet. Baud heeft deze aantekeningen tot het einde van zijn ministerschap volgehouden. Zo ontstond een uniek document dat nagenoeg het hele koningschap van Willem II beslaat, namelijk de periode van januari 1841 tot maart 1848. De vijf kleine boekjes waarin Baud zijn aantekeningen maakte, zijn altijd in familiebezit gebleven en hebben daar decennia lang een onzichtbaar bestaan geleid. Door het vaak onleesbare handschrift was het niet eenvoudig om de aantekeningen op juiste waarde te schatten. Systematische studie met aanvullende toelichting heeft van een reeks fragmentarische notities een spannend politiek verhaal gemaakt. Dit boek werpt niet alleen een nieuw licht op het omstreden koningschap van Willem II, maar gunt de lezer ook een blik in het politieke besluitvormingproces gedurende een periode waarin nog geen sprake was van volledige ministeriële verantwoordelijkheid. De aantekeningen illustreren de vooraanstaande rol die Baud als staatsman heeft gespeeld.

Between the World Wars the talent of Dutch town planner J.M. de Casseres (1902-1990) found expression in two visionary books and a clutch of influential articles. In an in-depth article published in February 1929 in the magazine De Gids under the title 'Grondslagen der planologie' (Principles of Planology) he invented a term for the new social-scientific discipline that would eventually enter the Dutch language. De Casseres made it his life's work to elevate the art and craft of town planning to academic status, classifying the international planning body of knowledge and making it accessible and applicable. The book investigates the intellectual and political trajectory of the Belgian theorist Hendrik de Man (1885-1953) by examining the impact that his works and activism had on Western European social democracy between the two world wars. Based on multinational archival research, the book highlights how the idea of economic planning became part of a wider effort to address an ideological crisis within the socialist movement and revitalise the latter amidst the Great Depression. This book shows that the problem of climate adaptation, which is described in social planning terms as ‘wicked,’ is at odds with the contemporary practice of spatial planning. The author proposes a new adjusted framework which is more adaptable to unpredictable, wicked, dynamic and non-linear processes. The inspiration for this new method is the behaviour of swarms: bees, ants, birds and fish are capable of self-organization, which enables the system to become less vulnerable to sudden environmental changes. The framework proposed in Swarm Planning consists of these four elements: Two levels of complexity, the first being the whole system and the second its individual components. Each of these has different attributes for adapting to change. Five layers, consisting of networks, focal points, unplanned space, natural resources and emerging occupation patterns. Each layer has its own spatial dynamic, and each is connected to a spatial scale. Non-linear processes, which emerge in different parts of the framework and include emerging patterns, connectedness and tipping points among others. Two planning processes; the first, ‘from small to large’ works upward from the slowest changing elements to more rapidly-changing ones. The second, ‘on the list of partners’ addresses each layer from networks through emerging occupation patterns. Swarm Planning applies this framework to a series of pilot studies, and appraises its performance using criteria for an adaptive landscape. The results show that the use of the Swarm Planning Framework reduces the vulnerability of landscapes as well as the impact of climate hazards and disasters, improves response to unexpected hazards and contains adaptation strategies. “This book is a must for planners in government and the private sector as it outlines the concept, strategies and techniques for swarm planning. In the first half of the seventeenth century the Dutch Republic emerged as one of Europe's leading maritime powers. The political and military leadership of this small country was based on large-scale borrowing from an increasingly wealthy middle class of merchants, manufacturers and regents This volume presents the first comprehensive account of the political economy of the Dutch republic from the sixteenth to the early nineteenth century.
