High Gradient Magnetic Separation (HGMS) is an application of superconducting magnet technology to the separation of magnetic solids from other solids, liquids, or gases. The production of both high magnetic fields (>4 T) and large field gradients using superconducting magnet technology has made it possible to separate a previously unreachable but large family of paramagnetic materials. This is a powerful technique that can be used to separate widely dispersed contaminants from a host material and may be the only technique available for separating material in the colloidal state. Because it is a physical separation process, no additional waste is generated. We are applying this technology to the treatment of radioactive wastes for environmental remediation. We have conducted tests examining slurries containing nonradioactive, magnetic surrogates. Results from these studies were used to verify our analytical model of the separation process. The model describes the rate process for magnetic separation and is based on a force balance on the paramagnetic species. This model was used to support bench scale experiments and prototype separator design.

High Gradient Magnetic Separation (HGMS) is a form of magnetic separation used to separate solids from other solids, liquids or gases. HGMS uses large magnetic field gradients to separate ferromagnetic and paramagnetic particles from diamagnetic host materials. The technology relies only on physical properties, and therefore separations can be achieved while producing a minimum of secondary waste. Actinide and fission product wastes within the DOE weapons complex pose challenging problems for environmental remediation. Because the majority of actinide complexes and many fission products are paramagnetic, while most host materials are diamagnetic, HGMS can be used to concentrate the contaminants into a low volume waste stream. The authors are currently developing HGMS for applications to soil decontamination, liquid waste treatment, underground storage tank waste treatment, and actinide chemical processing residue concentration. Application of HGMS usually involves passing a slurry of the contaminated mixture through a magnetized volume. Field gradients are produced in the magnetized volume by a ferromagnetic matrix material, such as steel wool, expanded metal, iron shot, or nickel foam. The matrix fibers become trapping sites for ferromagnetic and paramagnetic particles in the host material. The particles with a positive susceptibility are attracted toward an increasing magnetic field gradient and can be extracted from diamagnetic particles, which react in the opposite direction, moving away from the areas of high field gradients. The extracted paramagnetic contaminants are flushed from the matrix fibers when the magnetic field is reduced to zero or when the matrix canister is removed from the magnetic field. Results are discussed for the removal of uranium trioxide from water, PuO2, U, and Pu from various soils (Fernald, Nevada Test Site), and the waste water treatment of Pu and Am isotopes using HGMS.

In its present condition, the dam of the tailings pond is less stable than is recommended by international practice. A surveillance system has been established to observe both vertical and horizontal soil movement and the buildup of stresses in the soil. The stability of the dam depends primarily on erosion by shore processes and the consequent reduction of the counterbalance, as well as the reduction in strength of the Cambrian clay underlying the dam caused by creep and by water percolating to the bottom of the pond. The most critical need is to enlarge the counterbalance and to stop erosion. The surveillance system should be supplemented with a system of inclinometers. Monitoring of coastal processes should be continued. At present, the hydrodynamic stress on the dam is minimal because the pebble layer allows drainage of water out of the tailings pond and into the sea. The regulatory requirement to end emissions into the Baltic Sea must be met without causing undesirable hydrodynamic stresses on the dam. The Albuquerque Convention Center was the venue for the 1993 Cryogenic Engineering Conference. The meeting was held jointly with the International Cryogenic Materials Conference. Walter F. Stewart, of Los Alamos National Laboratory, was conference chairman. Albuquerque is near Los Alamos National Laboratory which has been a significant contributor to the cryogenics community since the early days of the Manhattan Project. Albuquerque is also the home of the Air Force's Phillips Laboratory which has a lead role in developing cryocoolers. The program consisted of 322 CEC papers, more than a 30% increase from CEC-91 and 20% more than CEC-89. This was the largest number of papers ever submitted to the CEC. Of these, 249 papers are published here, in Volume 39 of Advances in Cryogenic Engineering. Once again the volume is published in two books. This volume includes a cumulative index for the CEC volumes from 1975-1993 (volumes 21,23,25,27,29,31,33,35,37, and 39 of Advances in Cryogenic Engineering). The first 20 volumes are indexed in Volume 20. A companion cumulative index for the ICMC volumes (volumes 22 through 40) appears in Volume 40. This is my first volume as editor. I would not have been able to have done it without the assistance of the many reviewers. Especially appreciated was the instruction manual left me by the previous editor, Ron Fast.

The handling of actinides and actinide-based materials provides significant technological challenges due to the toxicity and radioactivity associated with these materials. These challenges are particularly apparent in the nuclear power industry. Under normal operation, a reactor can produce a significant amount of spent fuel requiring subsequent containment for geologic times, and under accident conditions it can release lethal doses of radioactive material to the environment. Inevitably, radioactive material will enter the environment, necessitating as complete an understanding as possible of its behavior. An understanding of the interaction between actinides and the environment must be based on a knowledge of their basic physical and chemical properties. To date, although there is general agreement on the principles for waste disposal, no facility has been built for the long term disposal of high level radioactive waste from either normal reactor operations or from accidental catastrophes. This makes it most important for the scientific and technical community to develop the necessary cross-disciplinary understanding that will help us implement safe and secure waste management, accident remediation and accident prevention systems.

The symposium which provided the incentive for this volume was conducted in San th Diego, California as a part of the 207 National Meeting of the American Chemical Society, March 13-17, 1994. It was conceived partly to continue an informal decennial sequence of sym posia dedicated to the topic off element separations. A lot has changed in the world of f ele ments over the last ten years, precipitating a change in emphasis which should be evident to most practitioners in the field. Production and reprocessing of nuclear fuels are no longer the principal drivers of f element separation technology. Separations technology for environment restoration, waste disposal, and the preparation of high purity lanthanides are now the defming parameters in this important field. These imperatives are reflected in the contributions to this volume. The symposium itself must be considered a success, as the attendance at all sessions was above expectations, despite the fact that it was conducted on the last two days of a large five day meeting. Our thanks to the speakers for their quality presentations, and to the audience who persevered to the end of a long meeting and against the temptation of the excellent weather of San Diego in the springtime.
