The JPI Climate – AXIS project “Unpacking climate impact CHAINs. A new generation of action – and user-oriented climate change risk assessments” (UNCHAIN) is approaching its end date (31.12.2022), and the project is looking for an opportunity to collect its remaining scientific publications into a Research Topic. The overall objective of UNCHAIN is to improve climate change risk assessment frameworks aimed at informed decision-making and climate change adaptation action through six methodological innovations: • To also cover the possible need for long-term and large-scale efforts of societal transformation; • To refine a structured method of co-production of knowledge and integrate this into impact modelling; • To develop and test an applicable framework for analyzing how societal change can affect local climate change vulnerabilities; • To develop and test a standardized analytical framework for addressing uncertainties involved in local decision-making on climate change adaptation; • To integrate the trans-national impacts of climate change; and, • To link mitigation and adaptation in climate risk and vulnerability assessments.

Evidence-based policymaking is often promoted within liberal democracies as the best means for government to balance political values with technical considerations. Under the evidence-based mandate, both experts and non-experts often assume that policy problems are sufficiently tractable and that experts can provide impartial and usable advice to government so that problems like climate change adaptation can be effectively addressed; at least, where there is political will to do so. This book compares the politics and science informing climate adaptation policy in Australia and the UK to understand how realistic these expectations are in practice. At a time when both academics and practitioners have repeatedly called for more and better science to anticipate climate change impacts and, thereby, to effectively adapt, this book explains why a dearth of useful expert evidence about future climate is not the most pressing problem. Even when it is sufficiently credible and relevant for decision-making, climate science is often ignored or politicised to ensure the evidence-based mandate is coherent with prevailing political, economic and epistemic ideals. There are other types of policy knowledge too that are, arguably, much more important. This comparative analysis reveals what the politics of climate change mean for both the development of useful evidence and for the practice of evidence-based policymaking.

As progress towards a greater knowledge in sustainability science continues, the question of how better to integrate scientific progress with actual decisions made by practitioners remains paramount. Based on a two year collaborative project between Harvard and Clark Universities, the book takes as its focus the vulnerability and resilience of people around the world to the effects of environmental change, a mature area of research in which one might expect the gap between science and policy/practice to have been extensively bridged. The book presents analysis of past studies, interviews conducted with the producers and users of scientific knowledge, and case studies performed by leading scholars across a spectrum of international settings and political systems. Crucially, the authors identify new directions and tools for closing the gap between science and policy across a range of situations and societies.
