School dropout remains a persistent and critical issue in many school systems, so much so that it is sometimes referred to as a crisis. Populations across the globe have come to depend on success at school for establishing careers and gaining access to post-school qualifications. Yet large numbers of young people are excluded from the advantages that successful completion of school brings and as a result are subjected to consequences such as higher likelihood of unemployment, lower earnings, greater dependence on welfare and poorer physical health and well-being. Over recent decades, most western nations have stepped up their efforts to reduce drop out and raise school completion rates while maintaining high standards. How school systems have approached this, and how successful they are, varies. This book compares the various approaches by evaluating their impact on rates of dropout and completion. Case studies of national systems are used to highlight the different approaches including institutional arrangements and the various alternative secondary school programs and their outcomes. The evaluation is based on several key questions: What are the main approaches? How do they work? For whom do they work? And, how successful are they in promoting high rates of completion and equivalent outcomes for all? This book examines the nature of the dropout problem in advanced industrialized countries with the goal of developing a broader, international understanding that can feed into public policy to help improve completion rates worldwide.

The report includes discussions of many rates used to study how students complete or fail to complete high school. It presents estimates of rates for 2008 and provides data about trends in dropout and completion rates over the last three and a half decades (1972-2008) along with more recent estimates of on-time graduation from public high schools. Among findings in the report was that in October 2008, approx. 3 million civilian non-institutionalized 16- through 24-year-olds were not enrolled in high school and had not earned a high school diploma or alternative credential. These dropouts represented 8% of the 38 million non-institutionalized, civilian individuals in this age group living in the U.S. Charts and tables. A print on demand report.

High school graduation and dropout rates have long been used as indicators of educational system productivity and effectiveness and of social and economic well being. While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice.

In a knowledge-driven economy, those without at least a high school diploma will be far more limited in their work prospects than those with one. But scholars and educators disagree on the rate of graduation in U.S. high schools. Some new statistics seriously understate minority graduation rates and fail to reflect the tremendous progress in the last few decades in closing the black-white and the Hispanic-white graduation gaps. Rethinking High School Graduation Rates and Trends analyzes the current sources of available data on high school completion and dropout rates and finds that, while graduation rates need much improvement, they are higher, and getting better.

This report is the 13th in a series that focuses on high school dropout and completion rates, presenting data on 2000 rates and including time series data on high school dropout and completion rates for 1972-00. In addition to extending time series data reported in earlier years, this report examines the characteristics of high school dropouts and high school completers in 2000. It shows that while progress was made during the 1970s and 1980s in reducing high school dropout rates and increasing high school completion rates, these rates remained comparatively stable during the 1990s. Data are presented on event and status dropout rates and high school completion rates, with statistics on income, race/ethnicity, age and sex, and region and state. Overall, in October 2000, 5 out of every 100 youths enrolled in high school in October 1999 had dropped out. They accounted for approximately one-half million of the 10 million people age 15-14 years enrolled in high school in the previous October. Four appendices, which comprise half of the report, feature standard error tables for text tables, tables in support of figures, supplemental tables, and technical notes. (Contains 27 tables and 6 figures.) (SM)
