In the United States, passenger rail has always been less competitive than in other parts of the world due to a number of factors. Many argue that in order for a passenger rail network to be successful major changes in service improvement have to be implemented to make it more desirable to the user. High-speed rail can offer such service improvement. With the current administration's allocation of $8 billion in its stimulus package for the development of high-speed rail corridors and a number of regions being interested in venturing into such projects it is important that we understand the factors and regulatory structure that needs to exist in order for passenger railroad to be successful. This study aims to review how foreign countries have developed and their railroad systems to identify key factors that have contributed to its successful implementation. An evaluation of the factors, such as organization structure, operation, administration, development and type of funding, that are common to each of these projects will used as performance measures to identify potential locations and opportunities for high speed rail projects in the U.S. Southwest region.

High Speed Rail's (HSR) main objective is to attract air passengers between big metropolitan areas however the main territorial implications in many cases occur not in these metropolitan areas but in the intermediate cities. These implications open up new spatial planning possibilities such as decentralization, new regional centres and urban renewal projects. This book presents the experience of 20 years of HSR in Spain including some explicit information, arguments and conclusions derived from HSR in other European Countries. It debates the HSR territorial implications at three scales: national, regional and local, thus being of interest for strategic debates at those scales, such as the decision of new national lines, the pros and cons of deviating the line to reach minor intermediate cities or the selection of precise locations for new stations and the development projects in their surroundings. Comparisons with the recent changes in accessibility, spatial distribution of population and activities, are made with mobility for working purposes and with the characteristics of the HSR passengers. Spatial Implications and Planning Criteria for High-speed Rail Cities and Regions evaluates the varied experiences that HSR systems have brought about to different station-cities and their regional territories around the world, with an eye towards better future planning and policy of such systems. This edited volume draws from examples of high-speed rail operations in different cities in Europe and Asia to depict the various impacts of this major transportation infrastructure. It attempts to distinguish the short- and long-term impacts described in the literature, classifying them into regional and inter-urban effects, urban effects, and wider economic impacts. Planning challenges appear at two major points: 1) during the initial planning stage that includes the route and location of stations; and 2) during the development process that follows. The social costs of pollution and climate change hinge critically on humans' ability to adapt. Based on transaction records from the world's largest payment network, this research compiles daily travel flows and documents that China's rapid expansion of high-speed railways (HSR) facilitates the use of intercity travel as an effective adaptation strategy. Access to HSR reduces travelers' exposure to extreme air pollution and temperature by 7% and 10%, leading to substantial health benefits. These reductions are attributed to both contemporaneous responses to unexpected adverse conditions and also longer-horizon changes in travel patterns.

This thesis examines the development of the high-speed rail network as part of the European Union's Trans-European Networks and determines whether transport cohesion is achieved at European, national and regional levels. It applies an interdisciplinary approach of geography, economics, and policy using qualitative and quantitative analyses. It has selected South-West Europe to carry out a series of case studies reflecting each approach. It argues that the cohesion of the high-speed rail network is determined by its physical structure and its connectivity, accessibility and interoperability to other networks nationally, regionally and locally. Furthermore, its successful development is dependent on the financing strategy and the institutional relationships necessary to implement relevant policies and complete European infrastructure projects. In the geography approach the study uses graph theory equations supported by GIS mapping, a method used to evaluate the physical structure of the high-speed railways and their connection to the already existing conventional rail network. The economic approach consists of an accessibility measure using a gravity model which considers access to and from the high-speed rail network using public services, with variables such as population, travel and waiting times, fares and service frequencies. The models are applied to regional and local case studies. The studied regional areas are the Spanish provinces of Catalonia, known as Girona, Lleida and Tarragona. The local accessibility study compares the accessibility to two different high-speed stations, one located in the city lim its, and Moria Price, PhD Abstract, Oxford, UK.

Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results.
