Higher education can be understood as a process of self-formation or self-cultivation, immersed in complex knowledge, that enables the student to become more capable and more autonomous and self-determining. In this lecture Professor Simon Marginson draws on a sweep of ideas from the fields of education and social science, including the late work of Michel Foucault on the formation of autonomous human subjects, Amartya Sen's forms of freedom and idea of capability, and Lev Vygotsky's positioning of individual development in social and cultural context. And what of the apparent paradox of today's high-participation higher education systems? While they have made self-formation more democratic and educated human capabilities more widespread, the opportunities to use those capabilities seem to be shrinking as societies become more unequal.

Higher Education has become a central institution of society, building individual knowledge, skills, agency, and relational social networks at unprecedented depth and scale. Within a generation there has been an extraordinary global expansion of Higher Education, in every region in all but the poorest countries, outstripping economic growth and deriving primarily from familial aspirations for betterment. By focusing on the systems and countries that have already achieved near universal participation, High Participation Systems of Higher Education explores this remarkable transformation. The world enrolment ratio, now rising by 10 per cent every decade, is approaching 40 per cent, mostly in degree-granting institutions, including three quarters of young people in North America and Europe. Higher Education systems in the one in three countries that enrol more than 50 per cent are here classified as 'high participation systems'. Part I of the book measures, maps, and explains the growth of participation, and the implications for society and Higher Education itself. Drawing on a wide range of literature and data, the chapters theorize the changes in governance, institutional diversity, and stratification in Higher Education systems, and the subsequent effects in educational and social equity. The theoretical propositions regarding high-participation Higher Education developed in these chapters are then tested in the country case studies in Part II, presenting a comprehensive enquiry into the nature of the emerging 'high participation society'.

Higher education is in trouble. Commentators of all stripes bemoan escalating costs and diminishing quality. Solutions have been offered from all quarters, but tend to be piecemeal and all too often ideological. In this tough-minded look at the history, current climate, and future of university education in the United States, Melvyn L. Fein re-examines the mission of higher education and outlines what institutions can do to better prepare students for an ever more complex techno-commercial society. Fein argues that students must have the opportunity to explore and discover what works for them, and that the most important tool for institutions of higher education is self-direction. Professors must be allowed to teach in their own ways, bringing their own experience into the classroom. Since university missions differ, both universities and professors need the freedom to make decisions independently. The imminent need is for a "democratic elite" consisting of self-directed leaders who possess technical and social expertise, as well as personal motivation. The tools for change are appropriate curricula, communities of learners, and a genuine marketplace of ideas. While there is no magic bullet, Fein contends that we can and should build on the achievements of the past so as to evolve more responsive educational institutions-those that promote merit, responsibility, and universalism.
