The financial crisis of 2007/2008 prompted governments across Europe to adopt austerity measures aimed at the reduction of their escalating budget deficits. Higher Education in Austerity Europe explores how the resulting cuts in public expenditure - together with the increasing reliance on the privatisation of services - have impacted on higher education directly through the reduction of public sector provision and indirectly as a result of the social and political consequences of that reduction. Moreover, it explores how the effects of these economic policies have differed markedly across the national regions of Europe, with the result that inequality has increased significantly both within and between national regions, and this, in turn, has led to social and political dislocation within and across communities. It is only by viewing higher education within this broader context that we can begin to understand the full implications of the austerity measures introduced over the last ten years. Jon Nixon draws together leading scholars to delve into the complexity of impact and response generated by these measures. Part 1 focuses on cross-European perspectives; Part 2 on the impact of austerity measures within national systems; and Part 3 on new perspectives and possibilities. The volume also includes considered responses from 'outsiders' by academics located in Asia, Australia, and the USA, providing an additional dimension to the analysis. As well as analysing the full impact of austerity measures across some of the worst hit national regions of Europe, the contributors also identifying openings and possibilities for renewal.

Austerity and the Remaking of European Education offers historically and empirically grounded accounts of national educational formations in Europe, at a specific time in their reshaping through encounters with global policy frameworks, and social and economic developments. The greatest social change in Europe during the last twenty years is that almost half of Europe's young people now attend college. Yet despite these unprecedented levels of university attendance, the lived experiences of students remain largely undocumented. Focusing on the effects of the financial crisis and austerity, this empirically grounded analysis compares the lives of university students from three very different European welfare systems: Italy, England, and Sweden. By contrasting access to welfare support--in connection with the role of families, the state, and the labor market postgraduation--Student Lives in Crisis exposes the students' often overlooked social realities, as well as the impact of their shared experience of financial uncertainty. Drawing on questionnaires and first person interviews, Lorenza Antonucci reveals the misconceptions behind many higher education policies in Europe, demonstrating that university participation exacerbates rather than ameliorates inequalities among young people from different social backgrounds.

There is an urgent need to address the social dimension of higher education more forcefully and coherently, particularly in view of the economic downturn across Europe. This is the conclusion of the new Eurydice report, which looks at national policies on access to higher education, funding and student support. The report, covering eu Member States, plus Iceland, Liechtenstein, Norway and Turkey, suggests that countries are struggling to adapt their higher education systems to meet the challenges brought about by rapid societal change in recent years. In particular, they need to open up opportunities for more people to benefit from higher education, matching this objective with coherent measures, funding and monitoring to evaluate their impact. European leaders have agreed a headline target that 40% of 30-34 year olds should have a higher education qualification by 2020--an increase from just over 33% today. The study focuses on three key topics: policies to widen participation in higher education; funding trends; and the impact of student fee and support systems. It reveals that approaches to meet shared European objectives vary greatly between countries and have different impacts on the performance of higher education. For example, there seems to be an East-West divide regarding routes to higher education for non-traditional candidates such as adult learners and people entering university on the basis of skills gained in the workplace rather than school qualifications. The report highlights changes in higher education spending in response to the crisis. Over the past academic year (2010/11 compared to 2009/10) budgets were most increased in Lithuania, Liechtenstein, Austria, France, Finland and Malta, while the deepest cuts were made in Greece, Ireland, Iceland, (8-10% decrease), as well as in Spain, Italy, the Czech Republic and Slovakia (up to 3% decrease). This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO.
