A comprehensive, up-to-date look at modern Russian higher education. By the mid-eighteenth century, when the first university appeared in Russia, many European nations could boast of long and glorious university traditions. But Russia, with its poorly developed system of elementary and secondary education, lagged behind other European countries and seemed destined for a long spell of second-tier performance. Yet by the mid-twentieth century, the fully reformed system of Soviet higher education was perceived as an unexpected success, one that transformed the country into a major scientific power throughout the Cold War. Today, the international community is keeping close tabs on the fast development of world-class higher education in Russia, specifically its large-scale changes and reforms. Higher Education in Russia is the first comprehensive, up-to-date overview and analysis of modern Russian higher education. Aimed at a large international audience, it describes the current realities of higher education in Russia, as well as the main principles, logic, and relevant historical and cultural factors. This book focuses on how the Northern futures are transformed through regional cooperation in the Barents eduscape: a study of the social, cultural and political aspects of higher education and the exchanges of learning and people in the Euro-Arctic Barents region, especially between Norway and Russia. Cultural exchange through higher education involving actors such as students and institutions is an integral part both of the Bologna process and of the policies currently changing higher education. It is also a process of social and cultural change of which we have limited knowledge. Cultural exchange is learned, implemented and performed by the actors who are involved, from the highest political level to the grassroots and the students themselves. Available knowledge of these macro- and micro-processes of cultural exchange is largely fragmented and distinctly framed in national and/or disciplinary (i.e. pedagogical) contexts. In order to understand the transformative potentials of higher education and cultural exchange, this book focuses on the social, cultural and political aspects of the transformations of the futures in the North. This book shows that educational cooperation between Norway and Russia is possible, but also that the existing practices are extremely vulnerable to changes seen through micro theoretical perspectives. By developing new theories which bind major theories, international political decisions, methodological procedures and contextual descriptions together, this book is a first step in the direction of institutionalizing educational cooperation between the various and different academic societies, cultures and political systems.

The chapters in this volume give an account of the process of modernisation and educational reform in Russia, variously considering the cultural and political dilemmas provoked by democratisation, the structural and policy challenges associated with the reform of higher and vocational education, and the deep divisions exposed as socio-cultural activity is brought into alignment with the new discourse of freedom and choice. The volume stimulates an important debate about the methods that inform cross-national and cross-regional work on educational change. This is particularly salient in a study of educational reform in Russia, and begs the question, ‘whose way of thinking, of constructing meaning, and of experiencing the world’ is used to judge the weight and the direction of change? Each chapter shows that a thorough understanding of the nature of change and the direction of reform is only achieved through the ability to decentre - or take on board - the ‘other’ worldview. It argues, therefore, that it is worldview, rather than culture or nation-state, that is the most valid unit of analysis. This book pays tribute to K.D. Ushinsky (1824-70), ‘the Russian pioneer of comparative education’, each chapter in it broadly in agreement with his conclusions that: Public education does not solve the problems of life by itself; it does not lead history; rather, it follows the historical development. It is not the pedagogies or the teachers who create the future, but the people themselves and their great men. Education only follows this road and, in combination with other public (social) factors, helps the individual and the rising generation on its way.

When the Soviet Union collapsed universities were freed from state control and left to themselves. This forced universities to be much more market-oriented. This book explores this transformation from the end of the Soviet Union until the present. Based on extensive original research, the book charts the struggles of universities, showing how chaos and decline came to what had been one of the triumphs of the Soviet Union - a higher education system which provided a high standard of advanced education to large numbers of people and made major research achievements. The book shows how a lack of funds, lack of commercial experience and the ending of former means of support such as strong university-state industry links brought about huge disruption; how universities responded with a range of measures such as charging for tutoring and examinations, handling research on a commercial basis and new forms of co-operation; and how all this impacted on subjects of study and on underlying ideas about what a university is for. The book argues that the shock to the system in Russia was so severe that the Russian case serves as an excellent 'survival guide' to universities experiencing similar changes in other parts of the world. By investigating the phenomenon of Russian universities becoming more market-oriented the book contributes to developing further the marketization concept. It summarizes the existing knowledge in this field of study, offers a new framework for analysis of the phenomenon of university marketization and discusses the marketization of Russian universities in the light of comparative studies.
