Recognizing that institutes of higher education function simultaneously in local and global contexts, this volume explores the applications of domestic and global policies in a range of industrialized nations in North America and Australia, and developing ones of Brazil, Indonesia, Myanmar, and in Southern Africa and the Caribbean The chapters focus on policies relating to global matters such as diversity, STEM (Science, Technology, Engineering, and Mathematics) innovations, and development amid natural disasters and conflicts. In each case, authors consider how policies were envisioned, how they compare to the realities of implementation, and how far they have been successfully supported by the communities and translated into legislations and formal or informal programs. Based upon decades of research and executive positions by senior scholars and perspectives of emerging professionals, the volume concentrates on motifs that portray relationships among policies and comparative analysis that reveals the need for global collaborations. This important book will be of great interest to researchers, scholars, postgraduates, and government and philanthropic professionals in the fields of higher education, public and educational policy, comparative education, and international affairs.

Moving the academic debate on from its current focus on development to a more nuanced sociological perspective, this fresh research is a collaboration between academics in South Korea and Germany that assesses the factors shaping world-class universities as institutional social systems as well as national cultural treasures. The work explores in detail how WCUs have moved to a central position in policy circles, and how these often ambitious government policies on WCUs have been interpreted and adopted by university administrators and individual professors. The authors provide a wealth of empirical data on universities, both world-class and aiming for WCU status, in a range of polities and continents. They compare strategies for developing WCUs in countries of the East and the West, both developing and developed. Nations featured in the statistical purview include nine countries (Germany, France, Japan, South Korea, China, Taiwan, Malaysia, Singapore and Hong Kong SAR). The volume goes further than merely taking a snapshot of the current situation, offering detailed and considered strategies and rationales for institutionalizing and developing WCUs, particularly in Asian countries where Confucian cultural influences accord education the highest priority.

Public Policy and Higher Education, third edition, provides readers with the tools to examine how policies affect students’ access and success in college. Rather than arguing for a single approach, the authors use research-based evidence and consider political and historical values and beliefs to examine how policymakers and higher education administrators can inform and influence change within systems of higher education. Raising new questions and examining recent developments, this fully updated edition is an invaluable resource for graduate students, administrators, policymakers, and researchers who seek to learn more about the crucial contexts underlying policy decisions and college access. This third edition includes updates across the board to reflect current policy contexts. Expanded historical frameworks allow readers to better understand the preparation, access, persistence, and the development of state education systems. New considerations of state and national political ideologies help to inform contemporary contexts. Finally, refreshed cases, including an additional case about Florida and updated cases for California, Minnesota, Indiana, and North Carolina, equip readers with new ways to analyze complex state policies and their impact on higher education. Special Features: Case Studies help readers to build their skills in analyzing how political values, beliefs, and traditions influence policy decisions and adaptations within state systems. Reflective Questions encourage readers to discuss state and campus contexts for policy decisions and to consider the strategies used in a state or institution. Approachable Explanations unpack complex public policies and financial strategies for readers who seek an understanding of public policy in higher education. Research-Based Recommendations explore how policymakers, higher education administrators, and faculty can work together to improve quality, diversity, and financial stewardship.

This is a study which deals with leadership in the context of different disciplinary and departmental cultures during an era when budget funding for universities has been declining and the power of individual leaders is increasing. It is a comparative study involving eight university departments, which represent four distinct disciplines -- history, sociology, biology and physics -- at two Finnish universities. All the departments studied were established around a single chair. Within them faculty members are trained, teach and have common backgrounds in the same basic discipline.

Various forms of academic co-operation criss-cross the modern university system in a bewildering number of ways, from the open exchange of ideas and knowledge, to the sharing of research results, and frank discussions about research challenges. Embedded in these scholarly networks is the question of whether a 'global template' for the management of both higher education and national research organisations is necessary, and if so, must institutions slavishly follow the high-flown language of the global 'knowledge society' or risk falling behind in the ubiquitous university ranking system? Or are there alternatives that can achieve a better, 'more ethically inclined, world? Basing their observations on their own experiences, an interesting mix of seasoned scholars and new voices from southern Africa and the Nordic region offer critical perspectives on issues of inter- and cross-regional academic co-operation. Several of the chapters also touch on the evolution of the higher education sector in the two regions. An absorbing and intelligent study, this book will be invaluable for anyone interested in the strategies scholars are using to adapt to the interconnectedness of the modern world. It offers fresh insights into how academics are attempting to protect the spaces in which they can freely and openly debate the challenges they face, while aiming to transform higher education, and foster scholarly collaboration. The Southern African-Nordic Centre (SANORD) is a partnership of higher education institutions from Denmark, Finland, Iceland, Norway, Sweden, Botswana, Namibia, Malawi, South Africa, Zambia and Zimbabwe. SANORD's primary aim is to promote multilateral research co-operation on matters of importance to the development of both regions. Our activities are based on the values of democracy, equity, and mutually beneficial academic engagement.

Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.

Originally published in 1999, Higher Education in the Post-Communist World focuses on specific public universities during their, and their nations’ early transition years (1989-1995) from communism to democracy and the changes from centrally planned, to free-market economies. The book offers a detailed view of universities in transition rather than case studies of entire systems of higher education, providing an opportunity for readers to understand the national politico-economic transition on higher education– individual faculty, students, and administrator; departments; and university – in a more immediate way than a system-wide approach would. The book presents information on specific universities and how the demise of the Soviet Union affected the governance, finance, faculty, students, and curriculum in several post-communist countries.

The ‘traditional’ university model has been transformed globally, fueled by disruptive technologies, new learning platforms, increasing fiscal austerity, and the rise of knowledge economies. The Bologna Process, a European initiative intended to streamline higher education standards and qualifications, offers modernized, innovative pathways to learning including shortened degree timetables and a three-cycle system. Now comprised of 48 participating countries, the initiative has had a significant impact across global higher education. This volume examines the issues central to the Process as told from the viewpoints and experiences of stakeholders who have been involved with it at various stages of progression. This volume explores the significant successes and challenges the Bologna Process has faced over the last decade, where it is now, and where it is headed. It presents data on countries and individuals involved with the Process as well as students’ growing connections and concerns about Bologna reforms. It also looks ahead to the Europe 2020 goals and what these may represent to differential policy actors, not only for the group of original signatories, but for those countries newer to the Process.
