Dies mit dem Ziel, die durch die Verpflichtung zur Hilfeplanung entstandene Chance der aktiven Betroffenenbeteiligung in ihrer Bedeutung aufzuzeigen und sie in der Umsetzung auf ihre Grenzen und Hemmnisse zu beleuchten. Im Rahmen dieser Arbeit wird die Trennung der Begriffe Sozialpädagogik und Sozialarbeit aufgehoben und unter dem Begriff Sozialer Arbeit vereint. (vgl. Schilling, 1997, S. 176 mwN.) Aus Gründen der besseren Lesbarkeit wird die maskuline Form der Anrede gewählt und beinhaltet gleichzeitig die feminine Form.
