The rioting in Jabalpur, Madhya Pradesh, in 1961 was a watershed event for India. After the Partition, it was the first time such large-scale communal violence had taken place. The author, Prateep K. Lahiri, on his first posting, was involved in bringing the situation under control. Some time later in 1969, as district magistrate of Indore, Lahiri played a key role in dealing with the outbreak of communal violence in that city. Chronic Hindu-Muslim rioting in India has created a situation in which communal violence is both so normal and so varied in its manifestations that it would seem to defy effective analysis. Paul R. Brass, one of the world’s preeminent experts on South Asia, has tracked more than half a century’s riots in the north Indian city of Aligarh. This book is the culmination of a lifetime’s thinking about the dynamics of institutionalized intergroup violence in northern India, covering the last three decades of British rule as well as the entire post-Independence history of Aligarh. Brass exposes the mechanisms by which endemic communal violence is deliberately provoked and sustained. He convincingly implicates the police, criminal elements, members of Aligarh’s business community, and many of its leading political actors in the continuous effort to “produce” communal violence. Ashutosh Varshney examines three pairs of Indian cities—one city in each pair with a history of communal violence, the other with a history of relative communal harmony—to discern why violence between Hindus and Muslims occurs in some situations but not others. His findings will be of strong interest to scholars, politicians, and policymakers of South Asia, but the implications of his study have theoretical and practical relevance for a broad range of multiethnic societies in other areas of the world as well. The book focuses on the networks of civic engagement that bring Hindu and Muslim urban communities together. Strong associational forms of civic engagement, such as integrated business organizations, trade unions, political parties, and professional associations, are able to control outbreaks of ethnic violence, Varshney shows. Vigorous and communally integrated associational life can serve as an agent of peace by restraining those, including powerful politicians, who would polarize Hindus and Muslims along communal lines.
