Inhaltsangabe:Einleitung: Angesichts der Tatsache, dass sich der Begriff des politischen Risikos bis heute weitgehend einer zweifelsfreien, international transparenten Definition entzieht und auch die versicherungstechnischen Probleme ungelöst zu sein scheinen, ist es auch nicht weiter verwunderlich, dass die Versicherungswirtschaft, wenn überhaupt, nur einen sehr begrenzten Deckungsschutz offeriert. Die vorliegende Diplomarbeit möchte deshalb einen Anstoß geben, mit dessen Hilfe es der Assekuranz gelingen mag, zukünftig auch für diese Art von Risiken ein Deckungskonzept zu gestalten. Rußland, der die GUS-Staaten über alles dominierende Part, bietet sich aufgrund seiner politischen, wirtschaftlichen und sozialen Ausprägungen als typisches Schwellenland förmlich an, zu untersuchen, inwieweit es deutschen Versicherern möglich erscheint, dem politischen Risiko Rechnung zu tragen. Von zentralem Interesse soll dabei die private Kreditversicherung sein, speziell der Bereich der Ausfuhrkreditversicherung, wobei sowohl die staatlich angebotene Hermes-Deckung als auch die am internationalen Versicherungsmarkt etablierten Indeckungnahmen politischer Risiken den Sachverhalt am eindringlichsten veranschaulichen. Intention der vorliegenden Diplomarbeit soll sein, nicht nur einen Einblick in die Problematik und Komplexität des politischen Risikos zu erhalten, sondern auch das unterschiedlich stark ausgeprägte Dogma der Nicht-Versicherbarkeit dieser Art von Risiken kritisch zu betrachten, getreu dem Motto, dass eine retrograde Betrachtung häufig im Zorn erfolgt, eine prospektive hingegen meist mit Chancen und Risiken verknüpft ist.
