Napoleon III's motives for intervening in Mexico in the 1860s were consistent with his foreign policy, which was based on his belief that free trade was the best foundation for peace. He saw the establishment of a friendly government in Mexico as an opportunity to expand that policy to encompass the world by ensuring European access to American markets, and preventing monopoly by the United States. His attempts to achieve this, however, were thwarted by his representatives in Mexico and the suspicions of his neighbours.

For Americans the Civil War was simply an internal conflict, and they have emphasized its military exploits and the romantic myths that have grown up around it. They have given little regard to its international aspects. In truth, however, the American Civil War attracted worldwide attention. Other nations followed the fortunes of the war and sought to understand its goals because they saw that the fate of the American system would likely have a profound effect on their own social and political economies. One such nation was the United States' southern neighbor Mexico, and in Mexican Lobby Thomas Schoonover reveals the efforts of Matias Romero, Mexico's representative in Washington, to influence American leaders in his country's favor. Romero, appointed in 1859, served the liberal government of Benito Juarez, which had just emerged from its own civil War of Reform and now had to contend with a French invasion under Maximilian. He proved an indefatigable worker, who sent his government voluminous reports on the American situation and on his meetings with American leaders. Translated and published here for the first time is a representative selection of memoranda of his conversations with Washington officials and politicians. Romero attempted to forge stronger trade ties with the United States, establish better sea and rail links, and, above all, encourage military intervention to oust the French. In seeking these ends Romero was not above meddling in domestic politics. The memoranda show him supporting efforts to secure the resignation of Secretary of State Seward and cooperating with radical moves to defeat Lincoln's election in 1864 and, later, to impeach Andrew Johnson. Copies of Romero's official correspondence are rare in the United States and in Mexico and have never been translated. Mexican Lobby makes readily available a body of material that will be valuable to historians of the Civil War, Latin America, and American diplomacy.

iThe events described herein are intended to be a new public contributionto the history of the Mexican Empire. I have seen and experienced these events during the most memorable months of my life./i With these words, an unlikely individual began to pen a valuable historical memoir. What started as a volunteer mission to Mexico quickly thrust obscure Samuel Basch, Austrian medical doctor, into the role of confidant and personal physician to Maximilian, Emperor of the short-lived Mexican empire. Keenly aware of the magnitude of the drama surrounding him and his position as an insider, Basch kept daily notes and astutely observed the court intrigues and other events of his days with the Emperor. This carefully gathered information was then crafted into a compelling firsthand overview of the last months of Maximilian, who was persuaded in 1864 to take the throne as part of Napoleon III's scheme to establish an empire in Mexico.P iRecollections of Mexico The Last Ten Months of Maximilian's Empirei offers scholars a rare authoritative source on this little-known, yet important, period in Mexican history. Written in 1868, this book has been masterfully translated word for word from the original German by editor Fred D. Ullman, a distant relative of Dr. Basch, and includes his added annotations and comments that further augment the text. p Basch begins his account chronicling the last months leading up to the overthrow of Maximilian by Mexican Republicans. He recounts the defeat of the Emperor's army, his subsequent capture, and execution by firing squad on June 19, 1867. He describes his interaction with the Emperor as well as Maximilian's rapidly crumbling hold on power. Basch writes with a style that is at once detached and yet quite sentimental.p This memoir is a unique and necessary addition to courses on nineteenth-century Mexican history.p
