Este fue el contexto que vio a Franklin Delano Roosevelt, icono del progresismo estadounidense, hacerse con la presidencia en 1933, desde la cual trató de impulsar un ambicioso programa reformista conocido como New Deal. Si bien las líneas maestras de este “Nuevo Trato” estuvieron inspiradas por la revolución keynesiana, que defendía una mayor intervención del Estado en la economía, en este libro se trata la historia del New Deal como un proceso que, lejos de pretender aplicar una teoría concreta, estuvo marcado por un fuerte grado de experimentalismo, con numerosas improvisaciones, fracasos parciales y rectificaciones constantes. Finalmente, la Administración Roosevelt (1933-1945) puso los cimientos para la creación del estado del bienestar norteamericano y el inicio de una recuperación económica de larga duración, al mismo tiempo que asumía los riesgos y las contradicciones de elevar a Washington a su nueva posición de primera potencia mundial.
