Excerpt from History of the Consulate and the Empire of France Under Napoleon, Vol. 4 On pronouncing these words, Napoleon as sumed the most threatening air, and a new war was evinced in his gestures, his accent, and his look. He resumed and said, This war against England is long and painful, I well know. But what would you have me do? What method should I adopt? Apparently, since you complain so much of the sea being closed, you demand that it should be open, that a single power should not rule them at the ex pense of all others, nor take possession of the colonies of all other nations, nor arrogate to itself despotic power over every flag. For my part, I am irrevocably fixed in this matter: I will never abandon the rights of neutrals; I will never allow the principle to prevail that the lag does not protect merchandise; that the neutral is obliged to repair to England and there to pay tribute. If I had the baseness to mintain such theories you would shortly be unable to leave Bouen or Havre without a pass port from the English. My decrees of Berlin and Milan shall be the laws of the Empire until England shall have renounced her foolish pre tmsions. The Americans ask leave to reappear in our ports, to bring you cotton and to take your silk, which would afford you great relief. Excerpt from History of the Consulate and the Empire of France Under Napoleon, Vol. 11: Forming a Sequel Napoleon calculated that these 300 thousand men, whom he did not suppose so much diminished as they really were by fatigue, sickness, and dispersions, would be more than sufficient to subjugate Spain, even though reduced to 200 thousand, since the English would naturally have lost all relish for aiding the Spaniards since the campaign of Corui'ia. Under vigorous com mand, these 200 thousand would certainly have been sufficient, although the passion of a whole people in arms against the foreigner is capable of working many miracles; but the authority left by Napoleon at Madrid to interpret his instructions, and cause them to be executed, could not supply the place of his genius, or of his will, or of his ascendancy over men; and the most powerful means were destined to be wrecked, not by the resistance of the Spaniards, but by the military anarchy resulting from his absence. King Joseph, in fact, though good tempered, rational, and of tolerably well-regulated habits, possessed, as we have said, none of the qualities of a commander, though he had a strong ambition for military glory as a family patrimony. But he had neither activity nor vigour, nor any experience in war, nor, in lieu of experience, any of those superior qualities of mind which make up for the want of it. He had, as we have also said, taken for his Mentor the worthy and discreet marshal Jourdan, to whose judgment he submitted his military plans, but most frequently without hearkening to his advice; and after long oscillating between the marshal and his familiar councillors, he would make up his mind as he could according to the impressions of the moment. Excerpt from History of the Consulate and the Empire of France Under Napoleon, Vol. 17: Forming a Sequel to "the History of the French Revolution" M. Jerome Napoleon Bonaparte, French citizen, residing in the United States at Baltimore, required the editors on the 7 th May, 1859, to insert in the present volume, the following note, which they believe they ought to insert, not being judges of a question of state policy, which the legal authorities can alone decide. On the 24th December, 1803, M. Jerome Bonaparte, at that time an officer in the navy of the French republic, married Miss Elizabeth Pater son, daughter of a respectable citizen of the United States: this marriage was celebrated at Baltimore by the Bishop of Baltimore, according to the rites of the holy Catholic Church, and the act of celebration was inserted the same day in the register of marriages at the cathedral of the city of Baltimore.
