Superficial resem blances between the two movements-are obvious. Both began with a demand for political reform; both resulted primarily in' the abolition of monarchy and the establishment of a republic both ultimately issued in the erection of a Napo leonic Empire, liberal in form but in substance despotic. Here, however, the parallelism ends. The first French Republic derived its inspira tion not from Rousseau' s Discours cur l'origine dc l'inégalité but from his Central social. The political Sovereignty of the People, not their economic emancipation, was its watchword. The driving power behind the Revolution of 1848 was, on the contrary, the clamorous demand of the Parisian ouvriers for the organization of industry by the State.
