Wertvorstellungen, Vorurteile und Ideologien der jeweiligen Entscheidungsträger sowie historische Entwicklungen und institutionelle Vorgaben bedingen die bildungspolitischen Entschlüsse. Angesichts der begrenzten Zeit und unvollständiger Information tritt an die Stelle einer Suche nach einer optimalen Lösung in der Regel das Tagesgeschäft des stückweisen Vorgehens. Die Organisationstheorie läßt vor diesem Hintergrund Zweifel an der Effektivität einer externen Bildungsplanung aufkommen. Die Effizienz eines zentral geplanten Bildungssystems dürfte erheblich geringer sein als die eines Marktsystems, und die Risiken organisatorischer Fehlentwicklungen sind möglicherweise größer als die eines Marktversagens. Keine Theorie jedoch kann und sollte unmittelbar auf die Praxis angewandt werden; ohne eine theoretische Orientierung entsteht freilich auch keine gute Politik. Die in diesem Band zusammengefaßten Beiträge folgen dieser Linie, indem sie aktuelle Probleme der Bildungsorganisation auf drei Ebenen aufgreifen: der der Schule, der des Dualen Systems und der der Hochschule.
