This book assesses the impact of post-9/11 domestic counterterrorism policy on US political life. It examines political discourse, law, institutional architecture, and state-population relations, and shows that ‘homeland security’ is a project with wide-ranging implications for democratic institutions and culture. These implications are addressed through a novel approach that treats law and the state as social relations, and relates developments in law to those in the state and in social dynamics. On this basis, the book examines the new political representations in counterterrorism discourse, especially regarding the relation between the state and the population. It examines the form and content of counterterrorism law, the powers it provides, and the structure and functions it prescribes for the state. By focusing on the new Department of Homeland Security and the restructuring of the intelligence apparatus, the book assesses the new, intelligence-led, policing model. Finally, it examines forms of popular support and resistance to homeland security, to discuss citizenship and state-population relations. The author concludes that homeland security has turned the US into a hybrid polity; the legal and political institutions of democracy remain intact, but their content and practices become authoritarian and exclude the population from politics. These legal and political forms remain operative beyond counterterrorism, in the context of the present economic crisis. They are a permanent configuration of power. This book is an indispensable companion for students of (counter-) Terrorism and Security Studies, Politics, Human Rights, Constitutional and Criminal Law, American Studies, and Criminology.

"This book provides a comprehensive summary of the creation of the Department of Homeland Security and efforts to protect the United States from international terrorism. Homeland Security: A Reference Handbook covers the precursor events and laws from 1965 to 2000 that set the stage for the 2002 law that established the Department of Homeland Security. It identifies and discusses a dozen problems associated with homeland security policy objectively, allowing readers to come to their own conclusions. Additionally, it addresses all of the major units and agencies within the department. Comprehensive in scope and accessible in style, it discusses 46 organizations and profiles 50 actors. Unlike many books on the topic, it provides excerpts and summaries of data, presented in figures and tables and as documents from court decisions, presidential actions, and key laws to implement homeland security policy. It also annotates key secondary sources on the topic, including books, scholarly journals, films, and videos to guide the reader to further research on the subject." -- Publisher's description.

In response to the terrorist attacks of 11 September 2001, the United States embarked on a dramatic and sustained effort to reform and revitalize its homeland security policies and structures. This book offers an examination of the evolution of policy and the concurrent restructuring of existing agencies, as well as the creation of new bodies designed to counter the threat of transnational terrorism. Detailing the historical roots of US homeland security policy and its evolution in the aftermath of the 9/11 attacks, this book provides a unique overview of the emerging and existing agencies and bureaux at the national, state and local levels which are tasked with homeland security. Furthermore, by integrating the existing paradigms of contemporary security policy with the changing nature of threat and response, it provides an invaluable overview of existing and likely future security threats to the US homeland.

Prior to 9/11, it was possible to make a distinction between ¿domestic intell.¿ ¿ law enforcement info. collected within the U.S. ¿ and ¿foreign intell.¿ ¿ military, political, and economic intell. collected outside the country. Today, threats posed by terrorist groups are now national security threats. This report provides a conceptual model of how to frame HSINT, including geographic, structural/statutory, and holistic approaches.
