World Bank Discussion Paper No. 320. Provides separate estimates of the influence of borrowing by both men and women, through three credit programs, on a variety of household and individual outcomes, including school enrollment, labor supply, the asset holdings of women, recent fertility and use of contraceptives, consumption, and the anthropometric status of children. The findings show that credit provided to women is more likely to influence these behaviors than credit provided to men and has a significant effect on the well-being of poor households in Bangladesh.

Providing the poor with access to financial services is one of many ways to help increase their incomes and productivity. In many countries, however, traditional financial institutions have failed to provide this service. Microcredit and co-operative programmes have been developed to fill this gap. Their purpose is to help the poor become self-employed and thus escape poverty. Many of these programmes provide credit using social mechanisms, such as group-based lending, to reach the poor and other clients, including women, who lack access to formal financial institutions. With increasing assistance from the World Bank and other donors, microfinance is emerging as an instrument for reducing poverty and improving the poor's access to financial services in low-income countries. This text examines the experiences of the Grameen Bank and two other major microcredit programmes in Bangladesh in order to quantify the potential and limitations of microcredit programmes as an instrument for reducing poverty and delivering financial services to the poor.

This paper explains how the planned, integrated development of fishery ecosystems in reservoirs not only can mitigate the negative social consequences of dam construction, but also can enhance the economic benefits from hydropower and irrigation projects in many developing countries. The paper draws on the success of fish farming efforts in the Saguling and Cirata reservoirs in Java, which attests to the potential for creating employment in reservoirs that are in place and under construction around the world.

NGOs (Non-Governmental Organizations) have emerged in both a development and aid capacity in Bangladesh, providing wide-reaching public services to the country’s population living in extreme poverty. However, resistance to and limitations of NGO-led development - which in conjunction with Bangladesh’s social transformation - led to a new religious-based NGO development practice. Looking at the role of Islamic NGOs in Bangladesh, the book investigates new forms of neoliberal governmentality supported by international donors. It discusses how this form of social regulation produces and reproduces subjectivities, particularly Muslim women subjectivity, and has combined religious and economic rationality, further complicating the boundaries and the relationship between Islam, modernity, and development. The book argues that both secular and Islamic NGOs target women in the name of empowerment but more importantly as the most reliable partners to meet their debt obligations of micro-financing schemes, including shari’a-based financing. The targeted women, in turn, experience Islamic NGOs as less coercive and more sensitive to their religious environment in the rural village community than are secular NGOs. Providing a comparative study of the role of religious and secular NGOs in the implementation of neoliberal policies and development strategies, this book will be a significant addition to research on South Asian Politics, Development Studies, Gender Studies, and Religion.
