Although there is much interest in poverty reduction, there are few agreed upon strategies to effectively reduce poverty. In this new book, the editors have gathered together various evidences on poverty dynamics, based on panel data from the last few decades in the Philippines, Thailand, Bangladesh and Tamil Nadu in India, compared with more recent data from sub-Saharan Africa. The major finding of this research project is that rural households in sub-Saharan African are beginning to experience the same pattern of structural change in income composition and poverty reduction that Asian households have experienced in the past 20-25 years. The chapters in the book explore how the spread of Green Revolution has triggered the subsequent transformation of rural economies. Many rural households in Asia have been able to move out of poverty in the presence of increasing scarcity of farmland initially by increasing rice income through the adoption of modern rice technology and gradually diversifying their income sources away from farm to non-farm activities. Increased participation in non-farm employment has been more pronounced among the more educated children, whose education is facilitated by an increase in farm income brought about by the Green Revolution. This book identifies the importance of Green Revolution and non-farm employment for poverty reduction in Asia, which provides valuable lessons for sub-Saharan Africa.

This paper presents comparative qualitative and quantitative evidence from rural Kenya and Madagascar in an attempt to untangle the causality behind persistent poverty. We find striking differences in welfare dynamics depending on whether one uses total income, including stochastic terms and inevitable measurement error, or the predictable, structural component of income based on a household's asset holdings. Our results suggest the existence of multiple dynamic asset and structural income equilibria, consistent with the poverty traps hypothesis. Furthermore, we find supporting evidence of locally increasing returns to assets and of risk management behavior consistent with poor households' defense of a critical asset threshold through asset smoothing.

Considerations of risk and vulnerability are key to understanding the dynamics of poverty. Christiaensen and Subbarao conceive vulnerability as expected poverty and illustrate a methodology to empirically assess household vulnerability using pseudo panel data derived from repeated cross sections augmented with historical information on shocks. Application of the methodology to data from rural Kenya shows that in 1994 rural households faced on average a 40 percent chance of becoming poor in the future. Households in arid areas that experience large rainfall volatility appear more vulnerable than those in non-arid areas, where malaria emerges as a key risk factor. Idiosyncratic shocks also cause non-negligible consumption volatility. Possession of cattle and sheep and goats appears ineffective in protecting consumption against covariant shocks, though sheep and goats help reduce the effect of idiosyncratic shocks, especially in arid zones. Of the policy instruments simulated, interventions directed at reducing the incidence of malaria, promoting adult literacy, and improving market accessibility hold most promise to reduce vulnerability. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to integrate household vulnerability issues in the policy dialogue.

Most of the earlier studies of poverty in Kenya have basically been static in nature. They have attempted to measure household welfare - incidence, gap and severity - at a point in time. Such studies are undeniably vital. However, they do not necessarily provide a good indication of welfare stability over time. This study makes an empirical contribution to poverty analysis in Kenya by incorporating poverty dynamics dimension. We first examine poverty dynamics using economic transition matrices. Next, we decompose total poverty into transient and chronic poverty components using transient poverty as censored fluctuation and equally-distributed equivalent poverty gaps approaches for comparison. The latter approach introduces inequality into poverty decomposition. Finally, we establish important correlates of poverty components using quantile-censored and non-parametric regressions. Given the high rural household poverty incidences and the country's limited resources, this study has critical implications for economic policy in Kenya.
