This guideline is to explain and assist in implementing the Ontario government's draft policy statement on housing in relation to land use. Sections 1 and 2 discuss the background and rationale for the policy statement, which is intended to contribute to the fulfilment of five key housing objectives (affordability, availability, adequacy, appropriateness, and accessibility). The subsequent section explains the meaning and intent of the policy statement with regard to principles, land use policies, official plans, and zoning. Section 5 covers policy implementation with regard to the planning overview, official plans, zoning, other zoning mechanisms, other land use control tools, innovative development standards, streamlining the public process, and public involvement.
