This book addresses the multiple dimensions of the limited reach, or breakdown, of central authority in border regions of Arab states, and their implications for state sovereignty and modes of governance. These include the emergence of illicit networks of exchange, the rise of new nonstate actors in border regions, including paramilitary or jihadi groups, and the transformation of border areas into areas of regional conflict. Collectively, the essays in this volume address such processes, which have been observable in conflict-stricken countries such as Syria, Iraq, and Yemen, and in fragile political or economic contexts, like the ones in Lebanon, Tunisia, and Algeria, as well as in relatively stable Emirates such as Kuwait. The contributions also shed light on how border peripheries in the Arab world have impacted the center of political and economic power in their states. Maha Yahya is Director of the Malcolm H. Kerr Carnegie Middle East Center, Beirut, Lebanon, where her work focuses broadly on political violence and identity politics, pluralism, development and social justice, the challenges of citizenship, and the political and socio-economic implications of the migration/refugee crisis.

"The idea for editing this book originated during an international conference titled ""Regional Development: The Challenge of the Frontier,"" held in December 1993 at the Dead Sea and which was organized by the Negev Center for Regional Development at Ben-Gurion University of the Negev. In this conference we noticed that little has been said about the impact of Israel's complex mosaic of ethnic groups on the shaping of the country's social and spatial frontiers. We have therefore endeavored to bring together a number of perspectives on the evolution of ethnic frontiers in Israel and the role they play in shaping the cultural landscape of this country. Yet we later realized that ""frontier"" is too limited a term, and that it may through various processes have turned into a mosaic of spatial, social, economic, and political peripheries. More specifically we attempted to present the process of frontier development as perceived by Israel's ethnic and national minorities. We therefore invited contributions from various other Israeli experts on these issues: geographers, sociologists, anthropologists, and political scientists, which have now become the main body of chapters in this book. Conditions of malnutrition, conflict, or a combination of both characterize many Arab countries, but this was not always so. As in much of the developing world, the immediate post-independence period represented an age of hope and relative prosperity. But imperialism did not sleep while these countries developed, and it soon intervened to destroy these post-independence achievements. The two principal defeats and losses of territory to Israel in 1967 and 1973, as well as the others that followed, left in their wake more than the destruction of assets and the loss of human lives: the Arab World lost its ideology of resistance. The Unmaking of Arab Socialism is an attempt to understand the reasons for Arab world's developmental descent from the pinnacle of Arab socialism to its present desolate conditions through an examination of the post-colonial histories of Egypt, Syria, and Iraq.

This book explores the emergence of an anarchic states-system in the twentieth-century Arab world. Following the collapse of the Ottoman Empire, Arab nationalist movements first considered establishing a unified regional arrangement to take the empire's place and present a common front to outside powers. But over time different Arab leaderships abandoned this project and instead adopted policies characteristic of self-interested, territorially limited states. In his explanation of this phenomenon, the author shifts attention away from older debates about the origins and development of Arab nationalism and analyzes instead how different nationalist leaderships changed the ways that they carried on diplomatic and strategic relations. He situates this shift in the context of influential sociological theories of state formation, while showing how labor movements and other forms of popular mobilization shaped the origins of the regional states-system.
