DoD personnel who are responsible for supporting and participating in future training for International Security Assistance Force (ISAF) events should read this report. It discusses how DoD is supporting North Atlantic Treaty Organization (NATO) training centers, programs, and events for ISAF. NATO is an alliance of 26 countries from North America and Europe committed to fulfilling the goals of the North Atlantic Treaty signed in Washington, D.C., on April 4, 1949. NATO provides a forum for North American and European countries to consult on security issues of common concern and take joint corrective action. NATO is an intergovernmental organization in which each member country retains its sovereignty. NATO decisions are made jointly by the member countries based on consensus. NATO ISAF was established in 2001 by the United Nations. The ISAF mission is to conduct military operations to assist the Government of Afghanistan in establishing and maintaining a safe and secure environment. NATO ISAF conducts these operations with the Afghan National Security Forces to assist in extending Government authority and influence, help with Afghanistan's reconstruction, and contribute to regional stability. DoD has supported and stands ready to continue to support NATO ISAF training for headquarters, regional commands, and individuals based on NATO's ISAF training requirements identified in July 2006. Unless training requirements are continually updated to reflect changes in the composition of ISAF and the evolution of operations in Afghanistan, DoD may not be able to provide up-to-date training support to coalition forces to prepare them for duty in ISAF. Therefore, DoD should continuously work with NATO to update and validate training requirements (see the Finding section of the report for the detailed recommendations).

Since the last Report was released in April 2011, the International Security Assistance Force (ISAF) and its Afghan partners have made important security gains, reversing violence trends in much of the country (except along the border with Pakistan), and beginning transition to Afghan security lead in seven areas. Continued military pressure through partnered operations has allowed joint ISAF-Afghan forces to maintain and expand the security gains made during the previous year, disrupting insurgent safe havens and command and control structures, and expanding security for the Afghan population. The Afghan National Security Forces (ANSF) have been integral to this success, demonstrating substantial growth in quantity, quality, and operational effectiveness. Although security continues to improve, the insurgency's safe havens in Pakistan, as well as the limited capacity of the Afghan Government, remain the biggest risks to the process of turning security gains into a durable, stable Afghanistan. The insurgency remains resilient, benefiting from safe havens inside Pakistan, with a notable operational capacity, as reflected in isolated high-profile attacks and elevated violence levels in eastern Afghanistan. Security gains during the reporting period (April 1, 2011 through September 30, 2011) have provided a firm foundation for the transition of security responsibilities to the Afghan Government and the ANSF. The ongoing success of the civil-military COIN campaign has degraded the Taliban-led insurgency, limiting their operational capacity and undermining their popular support. Nevertheless, the insurgency remains resilient and, enabled by Pakistani safe havens, continues to contest ANSF and ISAF progress throughout the country, particularly in eastern Afghanistan. Although the security situation continues to improve, the Afghan Government must continue to make progress toward key governance and development initiatives in order for security gains to become sustainable. Finally, even as U.S. surge forces draw down over the next year and as the transition process continues, the mission and strategy remain unchanged, and the United States and its coalition partners remain committed to achieving long-term stability and security that will ensure Afghanistan never again becomes a safe haven for al Qaeda or its affiliates.

The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked. The intensity of the fighting and level of bloodshed on both sides has risen as both sides vie for leverage at the negotiating table.

This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. Through its security assistance mission in Afghanistan, NATO is reinforcing member countries' collective security at home and providing Afghanistan the chance to build a secure and promising future for its people. The international approach must be comprehensive and every instrument of international power must be applied. The military is only a part of the solution in Afghanistan. The ISAF campaign plan consists of three lines of operation: security, governance and reconstruction and development. The Afghan National Security Forces are the most legitimate forces to provide security for Afghans; hence, they should hold and sustain security in the Afghan villages after the insurgency is cleared. The OMLT program is a NATO ISAF measure to assist building the ANA along the security line of operation, in order to allow the Afghans to win in Afghanistan. The OMLT program is connecting people in Afghanistan, making NATO member forces more interoperable on tactical level. The OMLT program also serves as a change agent for military development in each nation providing forces to the program. The OMLTs are important to the ISAF Commander's exit strategy. NATO should rise to the occasion and provide the number of certified OMLTs required in order to comprehensively assist the Government of the Islamic Republic of Afghanistan to bring the ANA up to operating capability.
