Available online: https://pub.norden.org/temanord2021-539/ The Nordic economies are strongly integrated but have chosen different pathways and climate policy instruments to reduce their climate impact. Therefore, the Nordic economic actors have different incentives, even though they operate in the same integrated markets. This can lead to negative spill-over effects on neighbouring countries.This report presents examples of such negative effects within transportation, waste management, energy production. Following an analysis of these, the report identifies a series of barriers for the countries to avoiding the counterproductive, spill-over effects. The report concludes by summing up recommendations for possible improvements the Nordic collaboration.The report has been prepared by COWI. It has included a desk study, stakeholder interviews and two cross-Nordic workshops to verify the findings and identify Nordic challenges and opportunities

The Nordic Council of Ministers publishes regular overview reports on the use of economic instruments in Nordic environmental policy. In this report, Part I presents an overview of the use of economic instruments with the main focus on changes during the years 2006 - 2009. Part II gives a brief overview of mixes of policy instruments (also other than economic instruments) and presents two case studies. There are generally few changes in the use of economic instruments since 2006, except for the introduction of the emissions trading system, EU ETS, and changes in vehicle registration tax systems to become more based on specific fuel use or CO2 emissions. In general, the tax systems could be made more effective and efficient by treating different sectors and fuels more equally.

Det primære formål er at udvikle anbefalinger, der kan understøtte og give input til justeringer af strategier for den fremtidige anvendelse af frivillige aftaler og miljømærker i de nordiske landes miljøregulering. After the recent financial and economic crisis, greening the economy has become a major focus for international and national discussions: How to combine forceful and effective action to meet climate change and other environmental challenges with stronger and more sustainable economic development, in both developed and developing countries. This synthesis report on the Nordic countries' environmental policy experiences, focuses on the use of economic instruments and how this policy has contributed to the integration of environmental concerns into economic growth and development policies. The report demonstrates that the Nordic countries have been successful in achieving substantial reductions in several major pollutants and clear improvements in local and regional environmental quality, while maintaining an internationally respectable rate of economic growth. This decoupling of economic development from growth in emissions has been achieved through a range of policy instruments, with a strong and increasing element of economic, market-based instruments. The challenge, and the opportunity, for the Nordic countries is to strengthen and deepen such policies, with even more effective design of and combination of policy instruments, to deal with new and remaining threats to the local, national and international environment.

What role do evaluations for environmental policies have in the Nordic countries (Denmark, Finland, Norway and Sweden? And could evaluations be better implemented in order to create and uphold effective and efficient environmental policies? These are the two questions this study aims at answering. The study focuses on three main areas in regard to ex-ante and ex-post evaluations for environmental policies: Organisation, guidelines and specific evaluations. As a result of the analysis, a number of lessons learnt for the three investigated areas are found and a set of recommendations on how to improve the evaluation of environmental policies in the Nordic countries in the future are provided.

For many years, the Nordic countries have worked together successfully on the environment and climate, which has contributed to significant progress both in the Nordic Region and internationally. However, in recent years, the challenges we face have grown in size and quantity, making co-operation increasingly important. Between 2019 and 2024, the Nordic countries will work together to bring about sustainable development in the Nordic Region, the EU, and internationally. Together, the countries will pursue the ambitious implementation of international agreements on the environment and climate – in particular the Paris Agreement – and work together to strengthen the EU’s regulatory framework regarding the environment and climate. The Nordic countries will continue to be front-runners in terms of bringing about change. Nordic co-operation on the environment and climate seeks to halt the loss of biodiversity and bring about the sustainable use of natural resources. Together, we will work to accelerate the transition to a circular economy that limits our consumption and production to the capacity of nature. Other important areas of co-operation include efforts to minimise the risks posed by chemicals and hazardous substances, and stop the discharge. Compared with previous programme periods, there is a stronger emphasis on co-operation on sustainable cities, climate adaptation, and green financing.

Waste quantities in most EU countries are growing. To reverse this trend we need effective waste prevention policy instruments. In the new waste framework directive the EU demands member states to establish national waste prevention programmes. This project aimed at finding new policy instruments for waste prevention and material efficiency through discussions with Nordic experts. The purpose of this report is to give ideas to Nordic countries for possible policy tools to be introduced and to support the preparation of national waste prevention strategies and other environmental strategies.
