Oxfam believes that private sector actors can change their strategies, policies and behaviour to have a more positive impact on poverty reduction, and to do less harm to poor people. There are clear cases where companies have changed in these ways. How and why did those changes happen?In order to answer this question, we chose two examples of major companies that changed for the better. We got as close as possible to the source of that change to understand the factors that led to it.At the end of each case study, we summarise the five main factors that we think brought about change, and consider the implications of these for civil society organisations that want to generate more pro-poor change of this kind in the private sector.

Many commentators claim a key role for the private sector in reducing poverty. This can be achieved through direct benefits, such as the adoption of ethical business practices and the provision of employment, goods, and services to the poor; and through indirect positive impacts on macro-economic policy and business development. This paper argues that the likelihood of business impacts being pro-poor depends also on wider policy and structural conditions. These include the importance of poor people in a company's business model, and the length of local investment and commitment that this demands. Case studies of three companies demonstrate the importance of legislation and civil society as catalysts for pro-poor change in business. Leadership from within the company and a strong business case are also essential. However, multiple entrenched problems with modern capitalist systems work against positive change within international business. Overcoming or mitigating these will be necessary if the pro-poor potential of he private sector is to be realised.

When do social movements take off? Sexual harassment was once something that women had to endure; now a movement has risen up against it. White nationalist sentiments, on the other hand, were largely kept out of mainstream discourse; now there is no shortage of media outlets for them. In this book, with the help of behavioral economics, psychology, and other fields, Cass Sunstein casts a bright new light on how change happens. Sunstein focuses on the crucial role of social norms—and on their frequent collapse. When norms lead people to silence themselves, even an unpopular status quo can persist. Then one day, someone challenges the norm—a child who exclaims that the emperor has no clothes; a woman who says “me too.” Sometimes suppressed outrage is unleashed, and long-standing practices fall. Sometimes change is more gradual, as “nudges” help produce new and different decisions—apps that count calories; texted reminders of deadlines; automatic enrollment in green energy or pension plans. Sunstein explores what kinds of nudges are effective and shows why nudges sometimes give way to bans and mandates. Drawing on rich empirical evidence including in-depth interviews, a unique national survey of private entrepreneurs, two original national audit experiments and secondary sources, Professor Yue Hou shows that private entrepreneurs in China actively seek opportunities within formal institutions to advance their business interests. By securing seats in the local legislatures, entrepreneurs use their political capital to deter local officials from demanding bribes, ad hoc taxes, and other types of informal payments. In doing so they create a system of selective, individualized, and predictable property rights. This system of selective property rights is key to understanding the private sector growth in the absence of the rule of law.
