In brief, two main factors characterise this debate. The first asserts that America lost the war due to damaging media coverage, particularly on television, which undermined political and military endeavours. The second affirms that the majority of journalists and reporters opposed the war, and their subsequent opinions polluted popular support for Vietnam. These suppositions have been reinforced by former correspondents like Robert Elegant, who, in 1981, argued that the outcome of war was “determined not on the battlefield but on the printed page and, above all, on the television screen.” Neither of these widely accepted lines, however, can be convincingly verified. Many scholars now argue that the media in fact did not guide public opinion, but merely shadowed the ebb and flow of fluctuating social and political sentiment. Although there was some unfavourable press representation, which gained momentum as war raged on, it was inspired by a lack of perceptible confidence concerning Vietnam policy on the part of the administration and bolstered by a social view that Vietnam was an enduring conflict which had taken its toll on American lives and finances. The press, the most visible exponent of a society which appeared to have turned against Vietnam, became scapegoat, providing a convenient explanation for anti-war sentiment.

It was the longest military conflict, which on top of everything ended in defeat for the Americans. This war had an enormous impact on various spheres both in private and public life. Above all, it drastically shaped the relationship between politics and public opinion and raised questions on the role the media played during the military conflict. The Vietnam War and its perception were unprecedented in their entire dimension. In general this was due to the climate of social and political change taking place during the 1960's and, more specifically, because of a totally new institution being embedded in this situation- television. During this decade television expanded and became the most important source of information for the people. This medium offered totally new perspectives and dimensions both of war coverage and its perception, which is clearly expressed in the following statement: "Television brought the brutality of war into the comfort of the living room".1 The fact that there was no experience with regard to the mechanisms, methods and effects of TV war coverage made a rather experimental reporting possible. Both journalists and politicians were facing a new situation, concerning the intertwining between television, politics and the Vietnam War issue. This paper aims at examining this interrelation by analysing the way the Vietnam War was covered by U.S. television and by looking at the consequences of this coverage. This examination shall provide answers to questions asking for the impact of television on public opinion, U.S. politics and the course of war. Vietnam was America's most divisive and unsuccessful foreign war. It was also the first to be televised and the first of the modern era fought without military censorship. From the earliest days of the Kennedy-Johnson escalation right up to the American withdrawal, and even today, the media's role in Vietnam has continued to be intensely controversial. The "Uncensored War" gives a richly detailed account of what Americans read and watched about Vietnam. Hallin draws on the complete body of the New York Times coverage from 1961 to 1965, a sample of hundreds of television reports from 1965-73, including television coverage filmed by the Defense Department in the early years of the war, and interviews with many of the journalists who reported it, to give a powerful critique of the conventional wisdom, both conservative and liberal, about the media and Vietnam. Far from being a consistent adversary of government policy in Vietnam, Hallin shows, the media were closely tied to official perspectives throughout the war, though divisions in the government itself and contradictions in its public relations policies caused every administration, at certain times, to lose its ability to "manage" the news effectively. As for television, it neither showed the "literal horror of war," nor did it play a leading role in the collapse of support: it presented a highly idealized picture of the war in the early years, and shifted toward a more critical view only after public unhappiness and elite divisions over the war were well advanced.

Late in 1967, American officials and military officers pushed an optimistic view of the Vietnam War. Military Assistance Command, Vietnam (MACV) said that the war was being won, and that Communist strength in South Vietnam was declining. Then came the Tet Offensive of 1968. In its broadest and simplest outline, the conventional wisdom about the offensive—that it was a military defeat for the Communists but a political victory for them, because it undermined support for the war in the United States—is correct. But much that has been written about the Tet Offensive has been misleading. Edwin Moïse shows that the Communist campaign shocked the American public not because the American media exaggerated its success, but because it was a bigger campaign—larger in scale, much longer in duration, and resulting in more American casualties—than most authors have acknowledged. MACV, led by General William Westmoreland, issued regular estimates of enemy strength in South Vietnam. During 1967, intelligence officers at MACV were increasingly required to issue low estimates to show that the war was being won. Their underestimation of enemy strength was most extreme in January 1968, just before the Tet Offensive. The weak Communist force depicted in MACV estimates would not have been capable of sustaining heavy combat month after month like they did in 1968. Moïse also explores the errors of the Communists, using Vietnamese sources. The first wave of Communist attacks, at the end of January 1968, showed gross failures of coordination. Communist policy throughout 1968 and into 1969 was wildly overoptimistic, setting impossible goals for their forces. While acknowledging the journalists and historians who have correctly reported various parts of the story, Moïse points out widespread misunderstandings in regard to the strength of Communist forces in Vietnam, the disputes among American intelligence agencies over estimates of enemy strength, the actual pattern of combat in 1968, the effects of Tet on American policy, and the American media’s coverage of all these issues.
