This edited volume is intended to showcase the breadth and depth of the collaborative intellectual enterprise that the Asian Barometer Survey (ABS) network has built up over the past two decades. To commemorate the twentieth anniversary of the ABS, we invited ABS partners to contribute their intellectual findings to this edited volume. Except for the introduction, this volume consists of twenty-seven chapters divided into two sections. The first part of the book contains eleven chapters that are based on previously published studies and are updated based on the latest ABS data. The second part of the book focuses on issues specific to each country or autonomous territory and consists of sixteen chapters. Among the topics discussed are potential threats to third-wave democracies, evolving ideology in one-party states, cases of denied democracy, and peculiar challenges faced by long-term democracies. The contributors are the indispensable partners that have made the ABS possible over the past two decades. In addition to celebrating the long-term collective efforts of those who participated in the ABS project, this edited volume also sets out to address the ongoing debate over the future of democracy in Asia.

For decades, scholars and politicians have vigorously debated whether Confucianism is compatible with democracy, yet little is known about how it affects the process of democratization in East Asia. In this book, Doh Chull Shin examines the prevalence of core Confucian legacies and their impacts on civic and political orientations in six Confucian countries: China, Japan, South Korea, Singapore, Taiwan, and Vietnam. Analyses of the Asian Barometer and World Values surveys reveal that popular attachment to Confucian legacies has mixed results on democratic demand. While Confucian political legacies encourage demand for a non-liberal democratic government that prioritizes the economic welfare of the community over the freedom of individual citizens, its social legacies promote interpersonal trust and tolerance, which are critical components of democratic civic life. Thus, the author argues that citizens of historically Confucian Asia have an opportunity to combine the best of Confucian ideals and democratic principles in a novel, particularly East Asian brand of democracy.

Rapid economic pluralization in East Asia has empowered local and medial groups, and with this change comes the need to rethink usual notions regarding ways in which "democracies" emerge or "citizens" gain more power. Careful examination of current developments in China, Korea, and Southeast Asia show a need for expansion of our understandings of democracy and democratization. This book challenges traditional ways in which political regimes in local as well as national polities are conceived and labeled. It shows from Asian experiences that democracy and its precursors come in more forms than most liberals have yet imagined. In reviewing recent experiences of countries across East Asia, these chapters show that actual democracies and ostensible democratizations there are less like those in the West than the surprisingly consensual and standard political science of democratization suggests. This book first examines the extreme variation of democracy’s meaning in many Asian states that hold contested elections (South Korea, Taiwan, Indonesia, Malaysia, the Philippines, and Thailand). Then it focuses on China. It analyzes a range of grassroots forces driving political change in the People’s Republic, and it finds both accelerators and brakes in China’s political reform process. It may be tempting to view political development and democratization in East Asia from a global view and conclude that the contours of democracy will converge throughout the world. However, a close examination of the cultural and economic development of Asian societies suggests a contrary picture. The story of Asia is one of political and economic survival, in which political elites sought to legitimate their authority through the use of both traditional and modern symbols. Traditional communitarian values and the modern symbols of economic growth and materialism coexist in Asian political systems. The stability and legitimacy of Asian governments depend on the ability of political elites to balance these symbols. As globalization proceeds, the standard traditional and modern symbols have waned in their effectiveness. Therefore, democracy as a symbol and practice can provide new sources of legitimacy to these political systems. Compton's Asian political development model is tested with quantitative indicators and through a series of case studies. The three case studies—Japan, South Korea, and Thailand—build on each other through a rigorous historical comparison. While the case studies themselves are interesting, he makes connections to the model and tests the congruence of these cases to the model, and concludes that the model's validity is predicated on the internal environment, including culture and economy. Of particular interest to scholars, students, and researchers involved with comparative and Asian politics, political development, and political culture.
