Based on a new data-set covering 29 European and neighboring countries, this volume shows how, Europeans view and evaluate democracy: what are their conceptions of democracy, how do they assess the quality of democracy in their own country, and to what extent do they consider their country's democracy as legitimate? The study shows that Europeans share a common view of liberal democracy, which is complemented by elements of social and direct democracy, which go beyond the basic liberal model. The level of their demands in terms of democracy varies, however, considerably across Europe and is related to their assessment of democracy: the worse the quality of democracy in a given country, the higher the respective demands on democracy. The analysis of the determinants of democratic views and evaluations shows that they depend on the political and economic (but less on the cultural) context conditions. In 2012 How Europeans View and Evaluate Democracy assessed the Europeans' views and evaluations of the state of democracy after one of the deepest economic and financial crises worldwide. Against the most pessimistic “Zeitgeist,” the book found that there was overwhelming support for democracy in Europe, even if the breadth and scope of the citizens' demands for their democratic systems varied within and between countries. Importantly, with very few exceptions, the implementation of the basic democratic principle of free and fair elections was well-evaluated across Europe. However, analysis also showed that there was room for improvement in many countries, according to the citizens' evaluations. Overall, in 2012, there were no symptoms of a democratic crisis in Europe. Ten years and several crises later, the authors reassess how Europeans view and evaluate democracy, and that many changes that have occurred in the meantime. This book, How Europeans View and Evaluate Democracy Revisited, compares how Europeans view and evaluate democracy in 2021-22 and in 2012 based on surveys in 24 European countries. It shows that Europeans continue to be attached to democratic ideals and that they continue to be rather dissatisfied with the way these ideals are implemented in their country. The liberal-democratic model continues to enjoy great support, just as it did a decade ago, and there is also support for additional models of democracy - for social, direct, and populist democracy. Surprisingly, the populist model turns out to be a complement rather than a substitute for the other models. Representative democracy is often seen as a stable institutional system insusceptible to change. However, the preferences of the broad public are changing and representative, group based democracy has lost importance. This development made it necessary to change established ways of decision making and to introduce participatory democratic innovations. Many national and sub-national governments followed this route and implemented various kinds of participatory innovations, i.e. the inclusion of citizens into processes of political will-formation and decisionmaking. The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system
