For two thousand years the disparate groups that now reside in Zomia, a mountainous region the size of Europe that consists of portions of seven Asian countries, have fled the projects of the organized state societies that surround them - slavery, conscription taxes, corvee labor, epidemics, and warfare. Significantly, writes James C. Scott in this iconoclastic study, these people are not innocents who have yet to benefit from all that civilization has to offer; they have assessed state-based "civilizations" and have made a conscious choice to avoid them. The book is essentially an "anarchist history," the first-ever examination of the huge literature on state-making that evaluates why people would deliberately and reactively remain stateless. Among the strategies employed by the people of Zomia to remain stateless are physical dispersion in rugged terrain; cropping practices that enhance mobility; pliable ethnic identities; devotion to prophetic, millenarian leaders; and maintenance of a largely oral culture that allows them to reinvent their histories and genealogies as they move between and around states. The Art of Not Being Governed challenges us with a radically different approach to history that views from the perspective of stateless peoples and redefines state-making as a form of "internal colonialism." In contrast to the Western ideal of the "social contract" as fundamental to state-making, Scott finds the disturbing mechanism of subjugation to be more in line with the historical facts in mainland Southeast Asia. The author's work on Zomia represents a new way to think of area studies that will be applicable to other runaway and fugitive communities, be they Gypsies, Cossacks, tribes fleeing slave-raiders, Marsh Arabs, and San-Bushmen. In accessible language, Scott, recognized worldwide as an eminent authority in Southeast Asian, peasant, and agrarian studies, tells the story of the peoples of Zomia and their unlikely odyssey in search of self-determination. Ruling But Not Governing highlights the critical role that the military plays in the stability of the Egyptian, Algerian, and, until recently, Turkish political systems. This in-depth study demonstrates that while the soldiers and materiel of Middle Eastern militaries form the obvious outer perimeter of regime protection, it is actually the less apparent, multilayered institutional legacies of military domination that play the decisive role in regime maintenance. Steven A. Cook uncovers the complex and nuanced character of the military’s interest in maintaining a facade of democracy. He explores how an authoritarian elite hijack seemingly democratic practices such as elections, multiparty politics, and a relatively freer press as part of a strategy to ensure the durability of authoritarian systems. Often dismissed as the rumblings of "the street," popular politics is where political modernity is being formed today, according to Partha Chatterjee. The rise of mass politics all over the world in the twentieth century led to the development of new techniques of governing population groups. On the one hand, the idea of popular sovereignty has gained wide acceptance. On the other hand, the proliferation of security and welfare technologies has created modern governmental bodies that administer populations, but do not provide citizens with an arena for democratic deliberation. Under these conditions, democracy is no longer government of, by, and for the people. Rather, it has become a world of power whose startling dimensions and unwritten rules of engagement Chatterjee provocatively lays bare. This book argues that the rise of ethnic or identity politics—particularly in the postcolonial world—is a consequence of new techniques of governmental administration. Using contemporary examples from India, the book examines the different forms taken by the politics of the governed. Many of these operate outside of the traditionally defined arena of civil society and the formal legal institutions of the state. This book considers the global conditions within which such local forms of popular politics have appeared and shows us how both community and global society have been transformed. Chatterjee's analysis explores the strategic as well as the ethical dimensions of the new democratic politics of rights, claims, and entitlements of population groups and permits a new understanding of the dynamics of world politics both before and after the events of September 11, 2001. The Politics of the Governed consists of three essays, originally given as the Leonard Hastings Schoff Lectures at Columbia University in November 2001, and four additional essays that complement and extend the analyses presented there. By combining these essays between the covers of a single volume, Chatterjee has given us a major and urgent work that provides a full perspective on the possibilities and limits of democracy in the postcolonial world.
