This is the tenth edition of How Ottawa Spends. Like previous editions, it focuses on particular departments and policy initiatives of the federal government. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the first edition since the re-election of a Conservative majority government in November 1988. As such, it provides a specific opportunity to identify some of the issues and challenges facing the second Mulroney government. Accordingly, this particular volume moves beyond How Ottawa Spends' customary treatment of the annual budget and Estimates to examine a broader question: Are we entering a new era of Canadian federalism wherein the federal government has a new and possibly reduced role? Put somewhat differently: Are we seeing new limits to the discretion of the federal government to act? If so, what are those limits and what are their implications for the style and substance of federal policy making? The broad treatment of these questions in the book's first chapter is intended to set the stage for the more specific discussions of discretion and the federal government which follow.

This is the eleventh edition of How Ottawa Spends .Like previous editions, it focusses on particular departments and policy initiatives of the federal government. This year's edition also deals with some of the internal management issues that have emerged as important in the government's quest for efficiency and productivity. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the second edition since the re-election of a Conservative majority government in November 1988. We now have an opportunity to assess the direction of the second Tory agenda. It seems important to start this assessment by asking some very basic questions: Is there a discernible government agenda? To what extent can we see similarities and differences in the direction of Conservative initiatives when we compare their first and second terms? What accounts for any similarities and differences that emerge? What are the implications of the direction of government initiatives? These questions are given broad treatment in the book's first chapter, which focusses largely on the February 1990 Budget and the federal Estimates for the 1990-91 fiscal year. This is the ninth edition of How Ottawa Spends. As in years past, this volume focuses largely on national priorities, federal spending and taxing. However, it also deals with the less visible underside of federal regulatory law and non-discretionary expenditures, such as the federal share of the Canada Assistance Plan. This is the thirtieth volume in the series How Ottawa Spends. It is arguable that never in these years have Canadians faced such serious economic upheaval and political dysfunction as the current climate. The dramatic and seemingly sudden changes in the economy occurred simultaneously with a political drama - one that was largely disassociated from the real and pressing economic challenge. Early Harper budgets delivered lower taxes for all Canadians partly through highly targeted but politically noticeable small tax breaks on textbooks for students, tools for apprentices in skilled trades, and public transit costs. The needs of the beleaguered average Canadian and the "swing voter in the swing constituencies" of an already strategized "next" election were a key part of Conservative agenda-setting. In the 2007 budget alone there were twenty-nine separate tax reductions and federal spending was projected to increase by $10 billion, including a 5.7 percent increase in program spending. A small surplus of $3.3 billion was planned, almost all of which would go to debt reduction. As Harper savoured his 14 October 2008 re-election with a strengthened minority government, although without his desired majority, he and his minister of Finance already knew that his surpluses were likely gone in the face of the crashing financial sector and a looming recession. This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

During the 1993 Federal election, the Liberals produced a document, known as the Red Book, which provided a detailed blueprint for how the party would govern, if elected. Jean Chrétien often stated that the promises were put in writing so the public would be better able to hold his government accountable. Three years into their mandate, the Liberals issued a self-assessment of their record which indicates that 78 percent of the 197 Red Book commitments have been fulfilled and another 12 percent are in progress. What constitutes living up to a promise is debatable as the opposition parties estimate that the Liberals have fulfilled only 25 percent of their promises.
