Craig's study of McAdoo and Baker illuminates the aspirations and struggles of two prominent southern Democrats. In this dual biography, Douglas B. Craig examines the careers of two prominent American public figures, Newton Diehl Baker and William Gibbs McAdoo, whose lives spanned the era between the Civil War and World War II. Both Baker and McAdoo migrated from the South to northern industrial cities and took up professions that had nothing to do with staple-crop agriculture. Both eventually became cabinet officers in the presidential administration of another southerner with personal memories of defeat and Reconstruction: Woodrow Wilson. A Georgian who practiced law and led railroad tunnel construction efforts in New York City, McAdoo served as treasury secretary at a time when Congress passed an income tax, established the Federal Reserve System, and funded the American and Allied war efforts in World War I. Born in the eastern panhandle of West Virginia, Baker won election as mayor of Cleveland in the early twentieth century and then, as Wilson's secretary of war, supervised the dramatic build-up of the U.S. military when the country entered the Great War in Europe. This is the first full biography of McAdoo and the first since 1961 of Baker. Craig points out similarities and differences in their backgrounds, political activities, professional careers, and family lives. Craig's approach in Progressives at War illuminates the shared struggles, lofty ambitions, and sometimes conflicted interactions of these figures. Their experiences and perspectives on public and private affairs (as insiders who nonetheless were, in some sense, outsiders) make their lives, work, and thought especially interesting. This study recreates the intellectual climate and transatlantic setting of turn-of-the-century American reform. It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. However, due to the war these reforms lost their radical character. In the end, the progressive quest for a broader sphere of public control, participatory models of reform, and social ethics yielded to the liberal model of regulation, business co-operation, and administrative efficiency, and to the moralistic agenda of prohibition and immigration control. In American politics, at least since the Civil War, the great philosophical divide is between "progressives" and "founders" of the American regime. The quarrel has come to be defined in the media as a contest between liberals and conservatives. This book explores the ideological underpinnings of American progressivism. In doing so, it examines the foundations of modern liberalism and conservatism. The fundamental problem of any science of politics is to explain, however imperfectly, the sources of justice and injustice in politics: What are the "self-evident truths" that inform and drive the public debates? Over time the foundational arguments for justice and injustice, what people regard as self-evident truths, do change. This process of change is at the heart of progressivism. The original arguments of the progressive movement are obscured or largely forgotten in contemporary political debates. But in a myriad of ways, the original progressive arguments continue to reverberate. They need to be more fully explored and understood in order to seriously engage the differences between liberals and conservatives. Such differences are not likely to be overcome simply by a study of the roots of progressivism, but it is a first step in a more rational debate, which this book will inspire.
