Poverty measures and profiles are used increasingly to guide antipoverty policies in low-income countries. An essential element in these analyses is the specification of a poverty line. However, there are many different methods for setting poverty lines, and different methods can yield strikingly different results, with correspondingly different policy implications. Using recent household survey data from Mozambique, this paper explores the differences that occur using the most common poverty line methodologies, the Food Energy Intake (FEI) and the Cost of Basic Needs (CBN) methods, over different levels of geographic specificity. We find that regional and provincial rankings of Foster, Greer, and Thorbecke poverty indices are not robust to the method of poverty line determination, but that the characteristics of the poor are reasonably similar under all methods. The FEI poverty lines often yield counterintuitive results, whereas the family of CBN poverty lines was more robust. Food consumption patterns of the poor show a high degree of substitution among basic staples from one region to another, which is consistent with observed differences in relative food prices, indicating that CBN poverty lines that allow for regional variation in the food consumption bundle may be most appropriate in these settings.

In this paper we compute a multi-dimensional poverty index (MPI) for Uganda following the approach proposed by Alkire and Forster (2007). Using household survey data we show how the incidence of multi-dimensional poverty has fallen in recent years and we use the decomposability features of the index to explain the drivers of reduction in multi-dimensional poverty. We also compare the results from Uganda with other countries for which the MPI has been computed and we note some caveats in such a comparison. The robustness of our estimates is tested in a stochastic dominance framework and using statistical inference. Notably, we extend the one-dimensional analysis of stochastic dominance to take into account household size in a second dimension, which is particularly important as some of the MPI indicators are sensitive to the number of household members. By exploiting a unique sub-sample of the integrated household survey program in Uganda, which has not previously been analyzed, we are also able to match the data-set used for the MPI with data used to compute the conventional estimates of monetary poverty. This enables a more robust assessment of the complementarities of the two types of poverty measures than has been previously possible.

China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges: employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incomplete reforms. Unmet, these challenges could undermine the sustainability of growth, and China's promise could fade. China 2020, a seven-volume set, examines China's recent history, where it is today, and the path it should follow during the first two decades of the 21st century. The volume in the set entitled, Financing Health Care: Issues and Options for China assesses the state of health care in China and addresses the problems facing the sector in terms of financial access to health care, efficiency, and total cost. Although the health sector is in relatively good condition today, this study asserts the need to promptly make policy changes to ensure universal health care coverage by either the public or the private sector over the next two decades. Chapters focus on the effects of reduced public health spending on rural populations, the likely increase in health costs as the population ages, the harmful effects of tobacco use, and fee-for-service provider systems.
