"What men will fight for seems to be worth looking into," H. L. Mencken noted shortly after the close of the First World War. Prior to that war, although many military commanders and theorists had throughout history shown an aptitude for devising maxims concerning esprit de corps, fighting spirit, morale, and the like, military organizations had rarely sought either to understand or to promote combat motivation. For example, an officer who graduated from the Royal Military College (Sandhurst) at the end of the nineteenth century later commented that the art of leadership was utterly neglected (Charlton 1931, p. 48), while General Wavell recalled that during his course at the British Staff College at Camberley (1909-1 0) insufficient stress was laid "on the factor of morale, or how to induce it and maintain it'' (quoted in Connell1964, p. 63). The First World War forced commanders and staffs to take account of psychological factors and to anticipate wideJy varied responses to the combat environment because, unlike most previous wars, it was not fought by relatively small and homogeneous armies of regulars and trained reservists. The mobilization by the belligerents of about 65 million men (many of whom were enrolled under duress), the evidence of fairly widespread psychiatric breakdown, and the postwar disillusion (- xiii xiv PREFACE emplified in books like C. E. Montague's Disenchantment, published in 1922) all tended to dispel assumptions and to provoke questions about mo tivation and morale.

These proceedings are the third volume to be published in a series generated by the annual military history symposium sponsored by the US Army Training and Doctrine Command (TRADOC). This year's symposium, hosted by the Combat Studies Institute, was held 2-4 August 2005 at Fort Leavenworth, Kansas. The 2005 symposium's theme was An Army at War: Change in the Midst of Conflict. As this title indicates, presentations at this event focused on how an Army changes while concurrently fighting a war. Changing an Army in peacetime is difficult enough. Transformation can include changes to the personnel system, the turning in old and the fielding of new equipment, new training requirements, and at times, learning an entirely new way of viewing the enemy and the battle space in which operations will occur. Practical and cultural changes in an Army always cause tremendous turbulence and angst, both inside and outside of the Army.

The Persian Gulf conflict was the first major combat test for U.S. military forces since the nation ended conscription two decades ago. As hundreds of thousands of American troops were dispatched to the Middle East, the nation realized, seemingly for the first time, that the composition of its armed forces was far removed from any that the nation had previously sent to war. The deployment of unprecedented proportions of minorities and women and the prominent role of reserves and national guard troops aroused considerable interest, widespread debate, and some worry. The prospect that African Americans could bear a disproportionate share of military casualties generated a socially diverse debate that threatened to reopen old racial scars; the reality that American women were exposed to perils from which, by long and deep tradition, they had previously been shielded inspired calls for them to be admitted to combat specialties; and controversy surrounding the readiness of the Army's combat reserves led to an internecine struggle over the future shape of the U.S. Army. In this book, Martin Binkin addresses each of these issues in order to provide a better understanding of the composition of America's fighting forces, to prompt an assessment of attitudes toward who should fight in future wars, and to delineate the choices for influencing the social distribution of peril. Binkin argues that the time for public involvement is now, while the memories of the Persian Gulf conflict are still reasonably fresh and while a fundamental rethinking of the post-cold war military is under way.
