It presents key questions and illustrations that FE colleges can use for conducting self-assessments/team reviews of strategic plans and formulating action plans. Presented in the introduction are an executive summary, guidelines for using the document, and discussions of the model of organizational change known as the 7-S Framework and the role of strategic planning in FE colleges. Part 1 discusses producing a strategic plan and managing, monitoring, and reviewing its implementation. The remaining eight sections of part 1 use an adapted version of the 7-S model to categorize the identified factors: strategy, structure, systems, style, shared values, staff, and resources. Each section includes illustrations from the 10 colleges' experiences and key questions for purposes of self-assessment, discussion, review, and planning.
