Irregular migration, including trafficking in migrants, has emerged as a major international challenge. It now represents one-third or more of the yearly legal inflow in the United States and half in Europe. At the global level some US$7 billion is channelled every year into human trafficking. Its close interlocking with trafficking in arms and drugs, as well as with prostitution of women and child abuse, makes it an increasingly alarming menace.

This first-rate introduction to ethical theory contains sections on various forms of ethical theory, such as egoism, virtue ethics, divine command theory, and consequentialism. Each section includes two or three of the most important contributions to the field, together with brief introductions by the editors. The second edition contains an improved approach to applied ethics. Each chapter on moral theories now includes a selection that deals with a moral problem, such as human cloning, abortion, and global warming. The selection illustrates how the relevant theoretical approach is put to use. There is therefore a much tighter integration between theory and practice than before. The new edition also contains an improved section on feminist ethical theory.

How should international law approach the critical issue of movement of peoples in the 21st century? This book presents a radical reappraisal of this controversial problem. Challenging present-day ideas of restrictions on freedom of movement and the international structure that controls entry to states, it argues for a new blueprint for international migration policy that eliminates waste, aids both developing and developed societies and brings attendant benefits to voluntary migrants and involuntary refugees alike. In a world of increasing disorder, it is suggested that current policy only adds to international instability and threatens the interests of a functional global community.

Over fifty years ago governments established the Office of the United Nations High Commissioner for Refugees (UNHCR) to protect the world's refugees. The UNHCR was created to be a human rights and advocacy organization. But governments also created the agency to promote regional and international stability and to serve the interests of states. Consequently, the UNHCR has always trod a perilous path between its mandate to protect refugees and asylum seekers and the demands placed upon it by states to be a relevant actor in world politics. This is the first independent history of the UNHCR. Gil Loescher, one of the world's leading experts on refugee affairs, draws upon decades of personal experience and research to examine the origins and evolution of the UNHCR as well as to identify many of the major challenges facing the organization in the years ahead. A key focus is to examine the extent to which the evolution of the UNHCR has been framed by the crucial events of international politics during the past half century and how, in turn, the actions of the eight past High Commissioners have helped shape the course of world history. Each chapter tells the story of an individual High Commissioner and examines the unique contributions made to the development of the Office. The history of the last fifty years shows how the UNHCR has initiated and capitalized on international political developments to progressively expand its scope and authority as an important actor in world politics. The book argues that the UNHCR has overstretched itself in recent decades and has strayed from its central human rights protection role. The protection of refugees remains a litmus test of the international community's commitment to defend human rights and to uphold liberal democratic values. Loescher offers a series of bold policy recommendations aimed at making the agency a more effective and accountable advocate for the millions of refugees in the world today.

West European Immigration And Immigrant Policy In The New Century written by Anthony M. Messina and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2002-06-30 with Political Science categories.

Few, if any phenomena affecting Western Europe as a whole since 1945 have been more far-reaching in their immediate effects or more potentially destabilizing to politics and society over the long term than the accumulative experience of immigration. Messina and his contributors analyze why the major immigrant-receiving states of Western Europe historically permitted and often abetted relatively high levels of postwar migration, and they assess how contemporary governments attempt to govern immigration flows and manage the domestic social and political fallout which it inevitably yields. The central purpose of the volume is to address these questions within the context of the decision-making logics that have demonstratively governed postwar migration to Western Europe in each of its three distinct, but interrelated waves or phases-labor migration, family migration, and humanitarian or forced migration. Messina demonstrates that postwar migration to Western Europe, in all of its phases, has been governed by a set of mutually reinforcing and mostly compatible logics. Of these—the economic, the humanitarian, and the political—the political has predominated over time and is likely to continue doing so into the indefinite future. A major cross-disciplinary analysis that will appeal to political scientists, sociologists, and general researchers and scholars of ethnicity, race relations, and comparative public policy.
