En este texto se establece una relación entre la generación de políticas públicas y un modelo de comunicación presidencial que el autor denomina "presidencia mediática". A través del análisis de tres momentos estelares para la gobernabilidad democrática del mandato del expresidente Hugo Chávez, cuando fue ratificado o reelegido en los años 2000, 2004 y 2006, se estudia la formulación de los planes de políticas públicas en las alocuciones presidenciales, para determinar que esta dimensión mediática es el espacio de mayor incubación de esas mismas políticas públicas en la Venezuela bajo el signo de la Revolución Bolivariana. Pero el autor no solo pone el énfasis en el estudio de la dimensión mediática en el proceso de toma de decisiones. Buena parte de su argumento central apunta a señalar que ese decisionismo mediático, acompañado de la personalización de la comunicación política –producto del culto exacerbado a la personalidad del único líder–, genera como saldo una significativa merma en la participación ciudadana y la pluralidad democrática.
