This work focuses on researching and establishing the importance of human capital and innovation as determinants of competitive advantages in international trade—in the context of rapidly evolving technological advancement, globalization, and economic integration. The processes that accompany the shift from industrial economics to a knowledge-based economy are currently the object of interest of both scientists, politicians, investors and entrepreneurs. In many countries, the traditional sources of socioeconomic development, such as low labor costs, availability of inexpensive raw materials, and favorable geographic location are waning. These economies are searching for new sources of competitive advantage that will allow for maintaining growth, among other things by boosting participation in international trade. The book explores non-traditional drivers of competitiveness in both theory and practice. First, chapters 1 through 4 present theoretical and methodological aspects of the relationships among international trade, human capital and innovation. Here the authors address the controversy associated with the concept of competitiveness itself and its measurement, while paying special attention to the political development of comparative advantages related to international trade. The second part of the monograph, chapters 5 through 8, is of empirical nature. This section contains case studies of selected countries that represent models of various national innovation systems. Finally, the theoretical and practical aspects are integrated, allowing policymakers and financial and business leaders to consider how their decisions can influence their countries’ competitive positions through their investments in innovation and human capital.

China’s efforts in searching for new sources of growth are increasingly pressing given the persistence of the growth slowdown in recent years. This year’s book elucidates key present macroeconomic challenges facing China’s economy in 2017, and the impacts and readiness of human capital, innovation and technological change in affecting the development of China’s economy. The book explores the development of human capital as the foundations of China’s push into more advanced growth frontiers. It also explores the progress of productivity improvement in becoming the primary mechanism by which China can sustain economic growth, and explains the importance of China’s human capital investments to success on this front. The book demonstrates that technical change is a major contributor to productivity growth; and that invention and innovation are increasingly driving technical change but so far lumpily across regions, sectors and invention motivations. Included are chapters providing an update on reform and macroeconomic development, educational inequality, the role of intangibles in determining China’s economic growth, and China’s progress in transitioning towards being an innovative country. The book also covers the regional dimension of innovation and technological progress by sector: in agricultural productivity, renewable energy and financial markets. Chapters on trade, investment, regional cooperation and foreign aid explore further the mechanisms through which technological change and innovative activities are emerging locally and internationally.

This book contributes to our understanding of the reasons for the uneven geographic emergence and distribution of innovative start-ups and human capital, analyzing the role of the regional knowledge base and specifically academic knowledge. Using extensive datasets from West German regions and advanced econometric tools, it confirms a strong relationship between the presence of higher education institutions and the emergence of innovative start-ups. It also shows that the influence increases in direct relation with the innovativeness of the respective start-up, and that certain fields of knowledge are more influential than others in fostering innovative start-ups. In a second step, the multidimensional concept of quality of life is used to explain the geography of human capital across West German regions. Based on these empirical findings, the book shares valuable insights for higher education and regional development policy.

"In this paper, the authors examine the links between human resource management, including learning and development practices, and building innovation capacity. The survey component of the research found only limited evidence for the links between human resource management and innovation capacity, although some management practices such as the bundling of high performance work practices were found to have some association with innovation capacity. Subsequent case studies found a lack of understanding by large enterprises of the role of human resource management in fostering innovation capacity. This was seen to have implications for the tertiary education system in stimulating demand for innovation courses." - NCVER website.

This book investigates the interrelationship between educational reforms and pedagogical and technological innovations, as well as the implications of this relationship for the quality of human capital. By analyzing recent educational reforms in Russia and the US, the authors shed new light on how these reforms may help or hinder innovations, such as the introduction of computer technologies into classrooms, new methods of teacher evaluation, constructivist teaching methods, and governance in public schools. Taking labor economics as a useful lens for conceptualizing the diffusion of innovation, in the first part of the book the authors analyze book how certain power arrangements can block educational innovations in schools. In the second part they examine recent educational reforms in the US and Russia. The final part presents a vision of the next generation of educational reforms, which may enable innovation diffusion, rather than hamper it.

"This literature review examines the role of human capital formation in building innovative capacity in firms. The aim of the review is to develop a model of human capital development factors to be used as a basis for a larger research project where the factors that develop innovation capacity in enterprises will be investigated. The review finds that human capital stimulus factors are developed through appropriate human resource management practices, the learning and development system (in the enterprise) and the tertiary education system. The review also finds that the three key issues in developing human capital for innovation in enterprises are people, knowledge and creativity management." - NCVER website.
